This program is structured for Customhouse Broker personnel handling imported steel, U.S. Customs and Border Protection (CBP) officials and other U.S. Government officials interested in steel enforcement. The seminar is FREE, and it is not geographically restricted, so attendance from locations outside the general San Francisco region is encouraged. All costs for the seminar itself are covered by the steel industry. Participants are responsible for their own travel, lodging, and meal expenses.

The seminar, presented by technical, commercial and legal experts representing the steel industry, aims to increase the knowledge of steel importations by CBP and other USG officials and members of the Customhouse broker community. Brokers, Government and the steel industry all benefit when personnel involved in the steel import process are more knowledgeable of steel and the specific laws, rules and regulations that apply to steel imports. The partnership between CBP and the steel industry and the seminar program have been continuous since the mid-1960s, with hundreds of CBP, other USG and Broker officials participating annually. The seminar is continuously revised and updated. You should attend even if you have been to past seminars. In recognition of the significant problem of fraud, circumvention and evasion, there is additional material on this subject, as well as expanded information on current issues.
The classroom SEMINAR program consists of four parts --
a) Market, industry & trade law perspective, including
Introductory Overview, Market Perspective,
Steelmaking,
Principals of Classification,
Basics of U.S. Trade Law, and
Dept of Commerce Customs Liaison Unit
Section 232 / Section 301 activity
b) Technical topics, including
Standards, Specifications, Metallurgy, and Mill Test Certificates
c)Carbon and alloy steel mill products, including presentations for each major category (Flat Rolled Products, Tubular Products, Long Products) on
Classification,
Technical,
Legal, and
Commercial Issues.
d)Stainless steel mill products, covering all product forms, with separate presentations on
Classification and Technical, and
Legal and Commercial.
A copy of the preliminary agenda is attached. The presenters will concentrate on issues of importance to CBP, HSI and the Broker community, such as product identification, HTS classification, antidumping and countervailing duty laws including product coverage and exclusions, world economic and steel industry events impacting steel trade, and specific enforcement issues, particularly fraud, circumvention and evasion.
Please note that the classroom portion of the seminar is presented over two days and there is no repetition. You must attend all sessions to experience all the topics. Each attendee will be provided with a comprehensive manual containing all presentations and reference materials.
