Essential Duties and Responsibilities:
Manages and supervises professional and technical staff.  Supervisory duties include coaching, mentoring, reviewing, and evaluating the work of others; monitoring performance standards, coordinating activities, allocating personnel and resources and ensuring work is completed promptly; and recommending employee hires, transfers, promotions, terminations, and salary increases as appropriate.
Oversees and approves SCADA and Facility Maintenance policies and procedures.
Develops and justifies maintenance budgets. Recommends expenditures and makes necessary adjustments. Oversees budgets for maintenance of water and wastewater facilities and SCADA equipment.
Ensures records are properly completed, submitted, and maintained for required state and federal compliance, local agencies, and Town policies. Conducts research and presents findings.
Ensures regular facility inspections. Follows recommended preventive maintenance schedules. Develops additional maintenance schedules and implements them as needed. 
Maintains oversight of service and maintenance contracts for adherence to specifications and completeness.
Prepares reports and maintains records of operation and performance as required by federal, state, or local regulatory agencies. Establishes and maintains appropriate maintenance procedures and processes, tests, and analyses.  
Serves as project manager or team lead responsible for design, implementation, and maintenance of SCADA systems, associated communications and security systems, water facilities, and wastewater facilities.
Establishes standards and protocols for asset management for chemical and electrical optimization and equipment evaluation programs.
Analyzes and reviews readings, laboratory tests, and history of sites and causes of malfunctions. Recommends adjustments to processes as appropriate. 
Serves on design development and review teams, representing all SCADA operations and Facility Maintenance aspects of proposed new infrastructure procurement.
Coordinates with contractors and Town employees on SCADA and Facility Maintenance for water and wastewater related projects.
Oversees rehabilitation projects regarding water and wastewater facilities. Maintains oversight of electrical and mechanical problems ensuring reliable delivery of water and transportation of wastewater.
Oversees and approves work standards, safety procedures, and preventive maintenance programs in SCADA and Facility Maintenance.
Analyzes SCADA data for equipment operation and recommends appropriate operational changes.
Ensures the reliability of the SCADA system, wireless network, and communications systems in providing control and data accurately.
Oversees software development and implementation related to the SCADA network. This includes the management of SCADA programming and revisions, backup, and security strategies.
Responds to after-hours calls for service including for the SCADA system and water and wastewater facility related emergencies.
Review drawings to repair or upgrade equipment and advise on capital improvement projects.
Performs other duties as assigned or required.


Knowledge, Skills, and Abilities:   
Ability to supervise and direct the work of others.
Ability to establish and maintain effective work relationships.
Ability to translate verbal communication into effective written material, e.g., reports and other documents, such as reports or explanations to operators, engineers, contractors, developers, and builders.
Ability to understand codes, details, laws, regulations, procedures, and policies and appropriately apply them to situations.
Considerable knowledge of federal and state drinking water regulations to ensure compliance.
Knowledge and ability to apply relevant American Water Works Association (AWWA) standards.
Knowledge of pump design and hydraulic controls, including design, troubleshooting, repair, and systems related to wells and aquifers.
Ability to understand and interpret the National Electrical Code, the International Plumbing Code, OSHA Rules and Regulations, electrical and plumbing diagrams, architectural drawings, and water and sewer maps.
Knowledge of engineering and legal terminology.
Knowledge of advanced computer programs.
Ability to apply advanced mathematical skills in calculating formulas for analyzing operational efficiency, equipment selections, electrical installations, troubleshooting, calibrating meters, and construction and design of facilities.
Ability to research and evaluate equipment, tools, and products and provide recommendations for equipment purchases, replacement, or repair.
Knowledge of SCADA, water treatment, wastewater collection and water distribution systems, procedures and instruments, equipment, pumps, and motors.
Knowledge of SCADA network, communications, and security systems.
Ability to explain complex technical information understandably to customers, staff, and other stakeholders.
Experienced in the safe use of mechanical hand tools to maintain and make repairs on varieties of electro/mechanical devices used at water treatment plants, pump stations, storage tanks, wells, and lift stations.

Work Environment: 
Works primarily in a clean, comfortable environment
This position will conduct on-site project evaluations and attend out of office meetings

Equipment Used: 
Uses standard office equipment including a personal computer system
This position may require the incumbent to occasionally use personal equipment (e.g. vehicle, cell phone, tools, etc.) in the course of their employment.

 

Must satisfactorily complete a criminal background check and driving record check prior to commencing employment.

Qualifications:
Minimum Qualifications:

An equivalent combination of education, training, and experience that demonstrates required knowledge, skills, and abilities may be considered.

Education:  Bachelor’s degree in engineering, computer science, Information Technology, or an instrument/control field or a closely related field

Experience: Five (5) years' experience that includes plant maintenance, water/wastewater treatment, collection, and distribution, including at least two (2) years of progressively responsible supervisory experience; experience in a municipal water and wastewater utility preferred; or any equivalent combination of education, experience, or training.

Licenses and/or Certifications Required: 
A valid Colorado driver's license
Advanced Licenses as a Water Operator in Water Treatment, Water Distribution, and Wastewater Collection are desirable
