What We Offer
The City and County of Denver offers a competitive salary commensurate with education and experience. The salary range for this position is $82,540 - $110,000/annually, based on experience and education. We also offer generous benefits for full-time employees which include but are not limited to:

Location
In this position you can expect to start on-site at the Denver Wastewater Management Building (2000 W. 3rd Ave., Denver 80223), Monday-Friday from 6:30 AM - 3:00 PM.

Wastewater Management oversees all aspects of wastewater functions, including the construction, operation, and maintenance of the City’s sanitary and storm sewer systems, as well as administrative functions such as implementing policies, establishing cost controls and setting fees to maintain a revenue base sufficient to support operational requirements and capital improvements program, and responding to customer inquiries regarding sewage and storm drainage service charges.

The Wastewater Management team has an opening for an Administrator II of Wastewater Regulatory Compliance for the Quality Control section. This position will oversee the code enforcement group and its programs as well as CCTV underground utility inspection programs. Job duties and responsibilities of this position include, but are not limited to, the following:

Oversees a Program Manager and a team of Water Quality Investigators responsible for enforcing and ensuring compliance with statutes, ordinances, laws, rules, and regulations pertaining to public sewer systems

Collaborate with the CCTV inspection team to develop and manage inspection programs, track progress, and implement projects

Work with Program Manager to develop work schedules to ensure adequate staff coverage and review completed work for accuracy and completeness

Resolve problems encountered during daily operations and determine solutions, serving as a technical expert and resource to address complex and technical issues

Evaluates and recommends improved inspection and investigative methods

Conducts hiring interviews and selects candidates for their operation

Develops performance evaluation plans, provides continuous employee feedback throughout the year, formally evaluates employee performance, and ensures all evaluations are current and completed by the due date

Documents causes for disciplinary action and initiates letters of reprimand

Represents the City in legal issues as related to public sewer violations

Maintain accurate records of all inspection and code enforcement activities and develop and manage section databases for all areas of responsibility

Prepares statistical/comprehensive reports and provide recommendations in areas that require attention

Develops and standardizes operating policies and procedures within the section and keeps staff informed of any developments or changes that will assist them in performing their duties

Participates in the development of long/short range planning initiatives and serves as a liaison within other departmental officials, community groups and regulatory agencies

Maintain section expense records and assist in developing the section budget

Performs community outreach to educate the citizens of Denver regarding storm and sanitary sewers

Qualifications:
Our ideal candidate has some or all the following experience, skills, and characteristics:

Previous Quality Control Sewer Department experience

Program management experience

Supervisors experience the higher level of supervision the better

Wastewater operations or Plumbing experience

Inspection experience

Code enforcement related training or experience

Strong knowledge of MS Office (Word, Access, Excel)

Ability to produce spreadsheets and graphs showing metrics

Permit Management / Code Enforcement Software

Asset Management Software

Required Minimum Qualifications
Education requirement: Bachelor's Degree in a related field based on a specific position(s).

Experience Requirement: Five (5) years’ experience performing full performance professional level duties within a specialized, functional area. (This does not include clerical experience.)

Education/Experience Equivalency: One (1) year of the appropriate type and level of experience may be substituted for each required year of post-high school education.

Additional appropriate education may be substituted for the minimum experience requirements.
