Definition:
OMT I: This is an entry level position similar to an apprenticeship that receives training and performs a variety of skilled technical duties related to the operation and maintenance of the City\'s Water treatment plant. Persons recruited in this position will be trained to work within the parameters of an existing operating plan and will be supported either by other onsite or on-call personnel as needed to address more difficult and advanced level tasks.
OMT II: This is an advanced level position similar to a journey level in trades that performs advanced technical duties related to the operation and maintenance of the City\'s Water treatment plant. Persons recruited in this position perform advanced tasks and are developing skills necessary to reach an expert level and develop leadership skills. They will be required to demonstrate a high level of experience and certification necessary to independently operate the water or wastewater treatment facilities within the parameters of an existing operating plan.
Principal Duties:
OMT I: Employees working in this career-series job classification perform a wide variety of technical tasks related to the operation and maintenance of water treatment facilities. Operations & Maintenance Technician I employees work in teams and independently in an apprentice role and must demonstrate a collaborative and self-directed approach to routine tasks and project-related assignments. Routine and project work requires active and independent learning skills; and the ability to review facility records and documents, conduct technology reviews, and learn to troubleshoot problems. Employee must also demonstrate cooperative teamwork skills to address shared work assignments and to facilitate sharing and acting upon critical information. Examples of tasks and duties that will be developed in this apprentice role include but are not limited to the following: Non-Technical: Service Oriented, Positive Attitude, Helpful. Demonstrate a general curiosity about job, and conduct research and technology reviews, and share information. Complete assigned tasks with quality and address important details.
Technical Skills: Research technical problems using vendor manuals or internet searches.
Troubleshoot treatment and mechanical equipment problems. Assist with process cleaning, maintenance, and other special projects. Inspect treatment process components & equipment.
Monitor plant functions using gauges, graphs, meters, control panels and computerized monitoring systems. Collect samples from various treatment processes and perform process control tests. Critically analyze treatment processes and implement effective responses. Acknowledge and respond to alarms, and inform supervisor and coworkers of present and potential problems and hazards. Operate various treatment processes throughout the facility.
Calculate operating performance and load capacities, chemical dosages, flow rates, and related operations parameters. Adjust pumps, flows, valves, and chemical feed systems. Document operations and maintenance activities. Monitor distribution system, reservoir levels, pressures and flows. Help implement preventative maintenance programs including completing work orders and updates to the Computerized Maintenance Management System (CMMS).
Maintain and repair treatment equipment such as pumps, valves, blowers, generators, automatic polymer dispensers, chemical feed equipment bar screens, etc. Assist with process equipment cleaning and building maintenance. Operate fork-lift, small front-end loader, backhoe, dump truck, boat, and small gas or air powered tools. Perform pre-trip and post-trip inspection on vehicles. Assist with raw water planning, project planning for process cleaning and maintenance, and other special projects.
OMT II: Same Non-Technical skills as OMT I. Technical Skills: Research technical problems using vendor manuals or internet searches. Troubleshoot treatment and mechanical equipment problems. Assist with developing written procedures and documenting operations and maintenance practices. Assist with, or lead, process cleaning, maintenance, and other special projects. Work with vendors and contractors to plan, document, and implement requested services. Inspect treatment process components & equipment. Monitor plant functions using gauges, graphs, meters, control panels and computerized monitoring systems. Collect samples from various treatment processes and perform process control tests. Critically analyze treatment processes and implement effective responses. Acknowledge and respond to alarms, and inform supervisor and coworkers of present and potential problems and hazards. Assist with raw water planning, project planning for process cleaning and maintenance, and other special projects. Assist with development of standard operating procedures and checklists. Develop and deploy skills with higher level maintenance and process control tools and instruments (lasers for alignment, vibration analysis equipment, multi meters, calibration tools, flow meters, level/pressure indicators, water quality instruments, valves and valve actuators, etc.).
Working Environment:
Work is performed outside and inside both night and day shifts, under varying and extreme weather conditions; job includes working rotating shifts and working weekends and holidays. Work includes exposure to noise, dust, gases and oils, solvents and chemicals. Coordination of eyes, hands, legs and body is needed. Position requires the ability to work under time constraints and in confined spaces and the use of respirators.
Qualifications:
OMT I: Persons recruited into this position will generally have no or limited experience with water treatment but will have work experience or other demonstrated skills that provide a background for successful training in treatment facility operations and maintenance. Employees working in this position fulfill an important public health role for the City and must demonstrate honest and trustworthy work ethics as well as the ability to work in a challenging but supportive work environment. This position requires education and experience required by Colorado Department of Public Health and Environment (CDPHE) to obtain operator certifications. (Please refer to CDPHE 5 CCR 1003-2 for current requirements.) Applicants must be able to obtain CDPHE operator certifications as specified below (additional requirements). Preference will be given to applicants with hands-on experience with industrial operations, electrical and mechanical equipment maintenance, machinery maintenance, laboratory equipment calibration, sample analyses, and/or other job experience related to water/wastewater operations. Consideration will be given to applicants who have demonstrated analytical skills, engaged in progressive career-oriented learning, and/or a demonstrated ability to be trained to perform complex job functions. Special Qualifications: Possession of a valid Colorado Driver's License. Possession of a Colorado Class D certification within eighteen months of employment in this position and a Class C certification within thirty-six months of employment in this position. The certificate must be for Water Operations.
OMT II: This is an advanced level labor-trades position that generally requires three or more years of experience with Water treatment including experience with advanced treatment processes. College course work may be substituted for one-half of the experience provided the courses were part of a completed degree program, taken within the past 10 years, and have some relationship to water treatment (i.e., chemistry, biology, hydraulics, water quality, etc.). Substitution will be as follows: Associate’s Degree or equivalent equals one year of experience, and Bachelor’s degree or equivalent equals two years of experience. Similar-industry experience can be substituted for some of the experience requirement depending on length and type of experience. Employees working in this position also fulfill an important public health role for the City and must demonstrate honest and trustworthy work ethics as well as the ability to work in a challenging but supportive work environment.
