Job Summary
Utilize the Guiding Principles of One Water to provide engineering services related to water and wastewater infrastructure which includes hydraulic modeling, calibration, scenario planning, capital improvement planning, review of development and redevelopment impacts on existing systems, and reporting system performance metrics such as sewer and fire flow capacities. Ensures compliance with City Code, State, and Federal regulations and City Water and Wastewater Design Criteria. Manages and/or prepares water and wastewater Master Plans. Performs, as necessary, design and construction engineering for water distribution and wastewater collection projects. Ensures Water Distribution and Wastewater Collection Master Plans are in alignment and support other City Master Plans including Water Treatment, Water Reclamation, and Stormwater.

Essential Duties and Responsibilities
The following duties and responsibilities are illustrative of the primary functions of this position and are not intended to be all inclusive:
One Water and Communications
• Coordinate with relevant departments and agencies to integrate One Water Principles and planning into broader urban development strategies.
• Coordinate projects and work activities with City departments, divisions, and the public as needed in order to sustain or enhance service levels to the public.
• Represent the department and serve as a technical information resource for the public, consultants and developers, City boards and departments, City Council, and other organizations regarding specific projects or general engineering questions; may prepare presentations and written materials.
Master Planning and Capital Improvements
• Lead the establishment of a new water distribution and wastewater collection Master Planning program, including developing both short- and long-term planning goals.
• Develop and/or manage the development of comprehensive water distribution master plans that identify strategies to cost-effectively maximize improvements to levels of service for the system such as quality, reliability, resiliency and safety. Rehabilitate and/or replace based on system age, main break history, and fire flow capacity to meet current standards.
• Develop and/or manage the development of comprehensive wastewater collection master plans that are aligned with the primary goals of preventing environmental contamination and protecting public health and preventing public nuisances by conveying wastewater to the City’s water reclamation facilities, where pollutants are removed before the water is discharged.
• Participate in long-term strategic planning to address challenges effectively, ensuring the availability of critical drinking water and wastewater collections services to support community resiliency.
• Monitor and evaluate the implementation of master plan initiatives, adjusting strategies as needed to ensure effectiveness.
• Direct and/or prepare reports, specifications, plans, construction schedules, and/or designs for projects
• Perform site inspection and construction engineering services, on occasion to monitor progress and ensure conformance to engineering plans, specifications, and construction and safety standards.
System Analysis and Hydraulic Modeling
• Develop, maintain, validate and update the City’s water distribution and wastewater collection hydraulic models, and assess the impact of new developments and capital improvements on system performance metrics. This includes evaluating and recommending which hydraulic model software(s) should be used moving forward.
• Perform necessary modeling and system review for capital projects and development submittals in accordance with customer service deadlines while maintaining a systemwide perspective.
Asset Management:
• Serve as a key contributor to the Water Utilities’ mid- and long-range capital asset planning to support sustainable operation of water and wastewater systems and to ensure available resources are directed to the most urgent needs of all residents within the City’s service areas, including underrepresented populations.
• Manage in-house collaborators and external consultants to plan holistically for system-wide needs rather than on a project-by-project basis.
• Coordinate efforts with other existing Water Utilities Departments to implement strategies for water conservation, pollution prevention, and sustainable water management practices.

Required Qualifications
Minimum
Bachelor's degree required in Civil Engineering from an accredited college or university, or equivalent combination of education and experience to meet the state minimum requirements to pursue engineering licensure.
Preferred
Master's degree preferred in Civil Engineering from an accredited college or university, or equivalent combination of education and experience to meet the state minimum requirements to pursue engineering licensure.

9+ years engineering experience preferred
