BACKGROUND CHECK

Eligible candidates under final consideration for appointment to positions identified as positions of trust will be required to complete authorization for a Criminal Background Check and/or Fingerprint must be successfully completed.

PROBATION

All persons, including current City employees, selected for this position must complete a mandatory 6-month probation.

ELIGIBILITY

Qualified candidates will be considered for vacancies as they arise, for a period of at least six months. The decision of the Director of Human Resources with respect to acceptable minimum qualifications is final.

EDUCATION ACCREDITATION

Applicants’ education must be obtained from an accredited institution. Education credentials obtained out of the US must be evaluated for US equivalency. Evaluation agencies information may be obtained at www.naces.org.

CLASS DEFINITION

A Water Treatment Assistant Manager participates in planning, coordinating and directing either the operation or maintenance of the City’s water treatment plants or the operations and maintenance of remote water treatment facilities. Work of this class involves directing the activities of operation, electrical, mechanical and grounds maintenance, instrumentation technician and heavy equipment work units.

Incumbents receive general supervision from a technical superior. Employees in this class work a conventional workweek but are subject to callback in emergency situations. Work is performed primarily in an office setting; however, there may be occasional exposure to toxic chemicals and high voltage equipment. Work requires minimal physical exertion.

SELECTION PROCESS

Qualifications:
MINIMUM QUALIFICATIONS

On or before the date of filing the application, each candidate must:

EDUCATION: Have a bachelor’s degree from an accredited college or university.

AND
EXPERIENCE: Have four years of experience in coordinating a phase of the operation of a water treatment plant such as water treatment, water pumping, chemical analysis, or mechanical and electrical equipment maintenance including two years of such supervisory responsibilities as disciplining, evaluating the performance of and recommending the hiring, firing and promoting of others.

OR

EQUIVALENCIES: One year of additional experience in the operation of a water treatment plant may be substituted for each year of the college or university requirement. Non-supervisory experience may not be substituted for the required supervisory experience.

LICENSES, REGISTRATIONS AND CERTIFICATES: Some positions in this class require a valid Maryland Class C Noncommercial driver's license, or an equivalent out-of-state driver's license acceptable to the Office of Risk Management.

Employees must hold a valid Permanent State of Maryland Water Treatment Class 4 Operator’s Certificate issued by the Maryland Board of Waterworks and Waste System Operators or an equivalent out-of-state certificate at hire. Employees holding equivalent out-of-state certification must obtain permanent Maryland certification within six months of hire.

Employees must obtain a valid temporary State of Maryland Water Treatment Class 4 Superintendent’s Certificate issued by the Maryland Board of Waterworks and Waste System Operators within one month of hire and a valid Permanent State of Maryland Water Treatment Class 4 Superintendent’s Certificate issued by the Maryland Board of Waterworks and Waste System Operators within six months of hire.

Employees must maintain permanent State of Maryland certifications throughout employment.

Knowledge of the operation and maintenance of equipment in a water treatment plant.

Knowledge of engineering principles, practices and procedures.

Knowledge of safety standards and practices relative to water facilities operations.

Supervisory ability.

Ability to analyze complex environmental regulations related to water treatment and water quality.

Ability to oversee and ensure compliance with complex environmental water treatment and water quality requirements.

Ability to establish and maintain satisfactory relationships with others.

Ability to communicate effectively orally and in writing.

Ability to utilize customized software programs applicable to a water facilities operation.

EXAMINATION PROCESS
