WHO WE ARE LOOKING FOR
The Department of Environmental Protection is seeking a Construction Representative III (Download PDF reader) with experience inspecting and monitoring construction of new stormwater management (SWM) facilities and stream restoration projects, major restoration of existing SWM facilities, and routine maintenance, repair, and replacement of SWM facilities and stream restoration projects.
The ideal candidate will have considerable knowledge of applicable county laws and regulations pertaining to quality control and inspection programs for stormwater management work, as well as experience with enforcement and compliance. The successful candidate should have demonstrated ability to effectively communicate orally and in writing, as well as handle communications and negotiations with tact, resourcefulness, and good judgement, even in confrontational situations.
The successful applicant will have a background in construction, environmental science, engineering, and hydraulic principles. A thorough education in or knowledge of environmental science and theory related to stormwater management systems is preferred.
What You'll Be Doing
This position is responsible for monitoring the construction of new SWM facilities and stream restoration projects as well as restoration and maintenance of existing SWM facilities and stream restoration projects by independent construction contractors. The individual ensures compliance with the contract and applicable codes, ordinances and regulations relating to maintenance, repair, and replacement of SWM facilities and stream restoration projects.
Key duties and responsibilities include, but are not limited to the following:
Performing daily monitoring and measurement of worksites where construction, restoration, maintenance, repair, and replacement of stormwater management (SWM) facilities and stream restoration projects are actively taking place by independent contractors to ensure adherence to construction requirements, standards, and quality.
Verifying and requiring compliance with contract documents, permit requirements, engineering standards, and all applicable county, state, and federal laws, codes, ordinances, regulations, and guidelines; ensuring all work is performed as prescribed and that the contractor is monitoring and correcting any deficiencies.
Preparing daily reports for each assigned construction project, recording observations, findings, authorized changes, etc. and preparing and presenting periodic status reports.
Performing inspections, preparing and maintaining documentation of inspections, including weekly site photographs, monitoring contractor performance against schedule, and performing a final acceptance inspection of contract work.
Ensuring contractor compliance with safety codes and laws, issuing Notices of Violation as appropriate for deficient or noncompliant SWM work.
Reviewing and providing approval/rejection recommendations to supervisor on contractor submittals including material submittals, invoices, and change proposals; evaluating change proposals for accuracy and reasonableness; monitoring deliveries of materials; evaluating invoice quantities against field measurements/verification and delivery of materials to site; and reviewing draft invoices in the field with the contractor for agreement on final quantities and then approving final invoices.
Investigating and resolving complaints and responding to correspondence from property owners, homeowner associations, commercial property owners, and other customers.
Attending agency preconstruction meetings, project progress meetings, milestone construction site meetings, substantial and final completion walkthroughs, initial and final landscape walkthroughs, and related staff meetings.
The work is performed primarily at construction sites, in the field, with exposure to adverse weather. The work involves the ability to conduct fieldwork in conditions of moderate to severe physical risk including: sitting, standing, walking, pushing, pulling, lifting, carrying and other physical demands typical of people who work in the field and also perform administrative duties; effort includes standing for long periods, kneeling, stooping, bending and reaching to inspect areas and work located in trenches and other areas of the work site; and the use of ladders or scaffolding to view certain spaces.
This position requires possession of a valid driver's license and the ability to drive a County vehicle to attend meetings, visit sites for field investigations, conducting surveys, and/or observing or inspecting construction, and performing other work at locations throughout Montgomery County.
Occasional evening or weekend work outside of normal business hours may be required.
To ensure a positive workplace and to comply with federal, state and County laws, the incumbent is responsible for completing mandatory trainings within the first three to six months or within the specified timeframe.
Qualifications:
Minimum Qualifications
Experience: Seven (7) years of experience in construction or inspection of stormwater management structures and site work construction as germane to the functions of the position of assignment.
Education: Completion of high school or High School Certificate of completion recognized in the State of Maryland.
Equivalency: An equivalent combination of education and experience may be substituted.
License: Possession and maintenance at all times of a valid Class "C" (or equivalent) driver’s license from the applicant's state of residence.
Preferred Criteria, Interview Preferences
All Applicants will be reviewed by the Office of Human Resources (OHR) for minimum qualifications. Experience in the construction, maintenance and repair of stormwater facilities and stream restoration projects including experience with reading and interpreting construction plans and specifications.
Experience with quality control and inspection programs for construction, in general, and specifically for stormwater management and watershed restoration work.
Experience with, and knowledge of, construction contracts, and of the change order process as they relate to the construction of stormwater facilities and stream restoration projects.
Experience with, and knowledge of, applicable county, state, and federal laws, codes, ordinances, regulations, and guidelines related to stormwater management and stream restoration work.
Experience using a variety of office equipment, computers (using MS Office software), cameras, testing equipment and hand tools.
Experience communicating with others in the resolution of complaints and issues, including maintaining professionalism when interacting with individuals.
