Definition:
WUT I: This is an entry level position similar to an apprenticeship that receives training and performs a variety of skilled technical duties related to the operation and maintenance of the City\'s potable water Distribution System, wastewater Collection system, and Stormwater System. Persons recruited in this position will be trained to work within the parameters of an existing operating plan and will be supported either by other onsite or on-call personnel as needed to address more difficult and advanced level tasks.
WUT II: This is an advanced level position similar to a journey level in trades that performs advanced technical duties related to the operation and maintenance of the City\'s potable water Distribution System, wastewater Collection system, and Stormwater System. Persons recruited in this position perform advanced tasks and are developing skills necessary to reach an expert level and develop leadership skills. They will be required to demonstrate a high level of experience and certification necessary to independently operate the Distribution and Collection system within the parameters of an existing operating plan.
WUT III: This is an expert level position similar to the master level in trades that performs a variety of expert technical duties and leadership related to the operation and maintenance of the City\'s potable water Distribution system, wastewater Collection system, and Stormwater collection system. Persons recruited into this position will demonstrate a high level of expertise and certification necessary to provide leadership to others and independently operate the Distribution or Collection systems either within the parameters of an existing operating plan or as a designated Operator in Responsible Charge.

WUT I: Employees working in this career-series job classification perform a wide variety of technical tasks related to the operation and maintenance of the pressurized systems (i.e., Distribution system and sewer lift stations), and/or gravity systems (Collection and Stormwater) depending on assignment. Water Utility Technician I employees work in teams and independently in an apprentice role and must demonstrate a collaborative and self-directed approach to routine tasks and project-related assignments. Routine and project work requires active and independent learning skills; and the ability to review system records and documents, conduct technology reviews, and learn to troubleshoot problems. Employee must also demonstrate cooperative teamwork skills to address shared work assignments and to facilitate sharing and acting upon critical information. Examples of tasks and duties that will be developed in this apprentice role include but are not limited to the following:
Technical: Calculate operating performance and load capacities, flow rates, pressures, levels, and related operations and maintenance parameters of the various systems. Participate in the operation, maintenance, repair and troubleshooting of sewer, water and drainage systems, and water and wastewater treatment facilities. Locate problem areas in the field and plants, investigate and take corrective action when appropriate. Maintain daily activity records and maintenance logs as required, including use of work management systems for computerized data and work management. Perform duties as part of a work crew during emergency maintenance and operation. Locate and identify underground utilities. Assist with excavation activities. Perform line and valve shut-offs. Perform manual labor such as digging, moving materials, welding, and making necessary repairs. Inspect, troubleshoot, install, and repair utility equipment. Monitor and maintain various storage, pumping, and treatment facilities. Maintain and clean city owned tools and equipment. Perform preventative maintenance and minor repair on equipment including oil changes, washing and cleaning vehicles, changing of filters, etc.
Provide field information and collaborate with other City staff on system and facility operations and maintenance. Take and record various readings such as meters, flow monitors, equipment, pumps, etc. Maintain associated records including work orders, inventories, etc. Respond to service calls, including emergency “on-call” shifts as assigned, with an ability to respond to a site within the established timeframe. Perform inspections and installations of residential water meters and related devices. Conduct in-shop testing of equipment and perform related repairs.
Operate snow plows and liquid de-icer trucks while performing snow and ice removal. Assist with street maintenance projects as assigned. Operate street sweeping equipment. Operate a variety of tools and equipment ranging from small hand tools to heavy equipment.

Water Utility Technician III staff are expected to work in a self-directed manner, assist with identifying Division work priorities, and provide training and leadership to other staff on tasks and projects. Task and project leadership requires active and independent learning skills, and the ability to conduct written and electronic (e.g., internet) technology reviews, review construction records and documents, and effectively troubleshoot problems. Employee must also demonstrate effective collaboration skills with other employees to address shared work assignments and to facilitate sharing and acting upon critical information. Examples of tasks and duties for which experience must be demonstrated include but are not limited to the following:
Technical: Research and troubleshoot technical problems using vendor manuals including technical information on vendor websites or other sources of information related to the troubleshooting task. Assist Supervisors with laying out projects and coordinating employee and contractor work. Calculate operating performance and load capacities, flow rates, pressures, levels, and related operations and maintenance parameters of the various systems. Develop written procedures, checklists, and instructions for training purposes and use by workgroup to address routine work and special operating conditions. Lead or assist overall setup and deployment of the computerized work management system including entering equipment name plate information, scheduling maintenance tasks recommended by equipment manufacturer, and opening and closing work orders. Lead contractors and City approved service providers with operation, maintenance and constructions projects as assigned. Lead field operations for the City’s cross connection and backflow prevention program. Participate in or lead the installation, maintenance, and repair of sewer and water lines; troubleshoot and identify storm water drainage, wastewater collection and water distribution system problems. Locate problem areas, investigate and take corrective action when appropriate. Perform duties as part of a work crew during emergency repairs. Locate and identify underground utilities. Lead excavation activities. Perform line and valve shut-offs. Perform manual labor such as digging, moving materials, welding, and making necessary repairs. Inspect, troubleshoot, install, and repair equipment such as fire hydrants, valves, manholes, inlets, catch basins and valve boxes. Monitor and maintain storage tanks and reservoirs, pumps, and lift stations. Clean and disinfect reservoirs. Tap water and sewer lines. Maintain and clean city owned tools and equipment. Perform preventative maintenance and minor repair on equipment including oil changes, washing and cleaning vehicles, changing of filters, etc. Perform grounds and easement maintenance such as weed cutting, mowing and edging, snow and trash removal, and fence and gate repairs. Provide engineering staff with field information and collaborate with other City staff on system operations and maintenance. Take and record various readings such as meters, flow monitors, equipment, pumps, etc. Maintain associated records including work orders, inventories, etc.
Assist supervisors with identifying appropriate monitoring plans and assist with Distribution, Collection and/or Stormwater system testing and control. Critically analyze performance of pressure and gravity systems and/or effective operation of infrastructure and work with other staff to implement effective responses. Calculate operating performance and load capacities, chlorine residuals, pressure, flow rates, and related operations parameters. Document operations and maintenance activities including contractor work as needed. Ensure the safety of all crew members and regulatory compliance with pertinent safety standards. Ensure compliance with traffic laws, traffic control policies, ordinances, and rules while performing and overseeing tasks.
Maintain regulatory items such as on-line water quality instrumentation. Perform inspections following delegation of authority for critical assets that require monitoring and regulatory reporting such as finished water storage reservoirs. Lead crews for critical tasks following CDPHE & AWWA best practices for water distribution facility and pipeline disinfection. Respond to service calls, including emergency “on-call” shifts as assigned, with an ability to respond to a site within the established timeframe. Perform inspections and installations of residential water meters and related devices. Troubleshoot and repair routine meter problems. Respond to inquiries from customers regarding the full range of duties and the corresponding city, dept. or division policy or work practice. Perform routine field investigations particularly for residential customers regarding high bills, leaks, tampering, equipment malfunctions, or other complaints/problems. Conduct in-shop testing of equipment and perform related repairs.

Support engineering staff and engineering projects with expert level knowledge of operations and facilities. Support environmental staff and regulatory projects with expert level knowledge of operations and facilities.
Working Environment:
Work is performed outside and inside both night and day shifts, under varying and extreme weather conditions. Work includes exposure to noise, dust, gases and oils, solvents and chemicals. Coordination of eyes, hands, legs and body is needed. Position requires the ability to work under time constraints and in confined spaces and the use of respirators. The candidate for this position must be able to meet the physical requirements necessary to do the job.
Qualifications:

Employees working in this position fulfill an important public health role for the City and must demonstrate honest and trustworthy work ethics as well as the ability to work in a challenging but supportive work environment. This position requires education and experience required by Colorado Department of Public Health and Environment (CDPHE) to obtain operator certifications. (Please refer to CDPHE 5 CCR 1003-2 for current requirements.) Applicants must be able to obtain CDPHE operator certifications as specified below (additional requirements). Preference will be given to applicants with hands-on experience with industrial operations, construction, electrical and mechanical equipment maintenance, machinery maintenance, laboratory equipment calibration, sample analyses, and/or other job experience related to Distribution and Collection system operations and maintenance. Consideration will be given to applicants who have demonstrated analytical skills, engaged in progressive career-oriented learning, and/or a demonstrated ability to be trained to perform complex job functions.
Special Qualifications: Possession of Class “A” Colorado CDL with “N” Tanker endorsement during probationary period. The employee must obtain Class 1 Distribution and Class 1 Collection Certification during probationary period. The employee must obtain a Class 2 Distribution or Class 2 Collection within 30 months of employment in this position.
WUT II: This is an advanced level labor-trades position that generally requires three or more years of experience with pressure (i.e., Distribution) and gravity (i.e., Collection and Stormwater) systems including experience with advanced treatment processes. College course work may be substituted for one-half of the experience provided the courses were part of a completed degree program, taken within the past 10 years, and have some relationship to pressure and gravity systems (i.e., chemistry, biology, hydraulics, water quality, etc.). Substitution will be as follows: Associate’s Degree or equivalent equals one year of experience, and Bachelor’s degree or equivalent equals two years of experience. Similar-industry experience can be substituted for some of the experience requirement depending on length and type of experience. Employees working in this position also fulfill an important public health role for the City and must demonstrate honest and trustworthy work ethics as well as the ability to work in a challenging but supportive work environment. This position requires education and experience required by Colorado Department of Public Health and Environment (CDPHE) to obtain operator certifications.
