OVERVIEW OF POSITION / DEPARTMENT

Aurora Water is responsible for enhancing and protecting the quality of life for Aurora citizens by providing quality water, sewer, and stormwater services in a manner that balances social, environmental, and economic needs. Responsibilities and roles within the organization include: operation and maintenance of the water, sewer, and stormwater systems; water purification and reuse water treatment; utility financial monitoring, planning, customer billing, and revenue collection; infrastructure planning and engineering, inspections, and management of the capital improvement program; public information and water conservation; water resources planning, acquisition, and development; permitting, watershed protection, and water and wastewater regulatory compliance; and administration.

This position is classified as a Variable Hour Non-Benefit Employee within the Environmental Services Division at the City of Aurora Water Department. The Lead Service Line Replacement Program Specialist will report directly to the Environmental Compliance Superintendent and work under the direction of the Lead Program Project Manager. The intent of this position is to support the Aurora Water Lead Line Replacement Program to meet compliance deadlines, provide customer service, perform administrative tasks and assist with other program obligations.

PRIMARY DUTIES & RESPONSIBILITIES

Meeting Support: Provides administrative assistance with meeting coordination, agenda preparation and recording meeting minutes.
Filing and Record Keeping: Organizes and maintains physical and digital project files.
Customer Service: Answers incoming customer phone calls and emails about the Lead Service Line Replacement Program in both English and Spanish.
Lab Assistance: Provide assistance to the water quality laboratory including such duties as dropping off and picking up sample bottles at customer’s homes and answering customer questions about lead program water quality sampling.
Public Engagement: Provide assistance at public engagement events answering questions about the lead program in English and Spanish.
Community Outreach Materials: Help distribute flyers, brochures and other educational materials.
Data Entry: Input data from inspections, replacements and progress reports into the data management system.
Translation Services: Assist in translating documents and communications into Spanish and provide live translations services during community meetings with Spanish-speaking residents.
Appointment Scheduling: Assist with scheduling inspections and service line replacements with property owners and tenants.
Tracking Supplies and Resources: Assist in tracking inventory of supplies needed for the replacement project.
Compliance Documentation: Ensure all necessary compliance documents are collected and properly filed.
Invoice Processing: Help process contractor invoices and track payment progress. Be familiar with Project Mates.
Project Status Reporting: Assist the project manager in compiling weekly or monthly project progress reports from contractors.
Maintaining Contact Lists: Update and manage the project’s contact lists, including contractors and residents.
Survey Assistance: Help administer post-replacement satisfaction surveys to residents, including Spanish speakers.
Attendance at Contractor Site Meetings: As needed attend contractor site meetings in the field to take minutes and report back to program manager.
Performs other related duties as assigned


Qualifications:
An equivalent combination of education, training, and experience that demonstrates required knowledge, skills, and abilities may be considered.

Education:

High school diploma or GED.
Experience:

Minimum four (4) years of professional experience in community/stakeholder engagement or customer service.
Basic/intermediate computer experience and experience in customer service or customer contact.
Related experience that demonstrates necessary knowledge, skills, and abilities to perform the essential functions of the position.
At least 1 year of experience in a public sector environment.
Preferred Qualifications:

General knowledge of the Lead and Copper Rule Revisions and water service line inventory requirements.
Experience working with a diverse community.
Skill in conveying technical information to the general public in an easily understandable manner.
Experience referencing information in GIS and managing information in SharePoint.
Knowledge:

Knowledge of Microsoft Office applications and basic understanding of computers.
Skills:

Must exhibit strong skills in customer service, conflict management, problem-solving, attention to detail and management of multiple tasks under deadline.
Fluent in Spanish (written and spoken).
Abilities:

Establish and maintain effective working relationships with employees, all levels of management including executive staff, citizens, and elected officials
Handle sensitive situations with tact and diplomacy
Communicate effectively both orally and in writing
Creatively solve problems, negotiate and handle stressful situations in a positive manner
Licenses and Certifications Required:

Colorado Driver's License with a good driving history
Working Conditions:

Primarily office work environment sitting or standing at a desk workstation.
Occasional driving, evening and weekend work, and work outdoors with exposure to all weather conditions.
Physical Demands:

Medium work that involves moving no more than 50 pounds with or without assistance at a time
Essential Personnel:

When a local announcement of emergency or disaster is declared by the City, all City of Aurora employees may be required to work as essential personnel.
Equipment Used:

Desktop, tablet, radio, cell phone; equipment and vehicles common to utilities maintenance functions.
