COLLECTION SYSTEM SUPERINTENDENT
Collection System Assets include:
1. Gravity Sanitary Sewer System
2. Low Pressure Grinder Pump System
3. Force Mains from Pump Stations
4. Flusher Trucks
5. CCTV rigs
6. Combination Air/Vac Truck
Collection System JOB DUTIES:
Direct supervision of collection system department; Manage the overall operation and maintenance of the collection system, including but not limited to, CCTV, flushing/cleaning, mainline/lateral/manhole/grinder pump repairs and replacements, GIS mapping updates, asphalt restoration and equipment maintenance:Oversee, manage and ensure compliance with the following:
A. Pennsylvania One Call
B. Fats, Oils and Grease
C. Dye Testing
Manage and direct the Inflow and Infiltration (I&I) Program within annual budget;Tend to the preparation and maintenance of a rehabilitation list which may consist of cured-in place lining, manhole lining, frame and cover replacements, watertight cover installations, chemical grouting, etc.; Manage and direct the Annual Maintenance Program per the Authority Budget. Work shall include excavated point repairs for sewer mains and laterals, cured-in place lining for sewer mains and laterals, manhole repairs, restoration, etc; Receive, respond and resolve service calls during business and non-business hours. The existing customer base, customer communities, and people; Develop and implement a Risk-Based Asset Management System for the inspection of sewer mains that considers both the Likelihood of Failure and the Consequence of Failure, as outlined in the NASSCO PACP Program.
Procure supplies from various vendors to complete work functions of the Collection System Department ; Assist with the design of collection system improvements; Assist with flow studies on collection system to determine existing and future capacity;Prepare a monthly Collection System Report for each Board meeting
BUSINESS JOB DUTIES:
Process invoices for payment; Assist with preparation of the Authority Budget;Assist with preparation of the 5-Year Capital Expenditure List;Monitor and control O&M, capital and overtime costs
DEVELOPMENT SERVICES JOB DUTIES:
Attend pre-development meetings with the Executive Director and prospective developer’s; Advise developments and issue tap permits for new developments in service area; Review designs for collection system improvements required for prospective developments;Manage PennDOT projects and adhere to PennDOT protocols
GENERAL AND ADMINISTRATIVE JOB DUTIES:
Attend Board of Directors meetings, as requested; Coordinate and collaborate with the Executive Director for the overall improvement of Authority operations;Work with Business Manager and Executive Director to ensure that the Authority Budget is prepared and submitted to the Board for meetings;The Authority Budget shall include a 5-year Capital Expenditure Prepare other reports concerning the collection system, as required; Enforce the rules and regulations of the Authority, either directly or through staff members; Represent the Authority in legal matters, insurance claims, and deliberations with other governmental bodies, councils, or agencies, as requested; Solicit proposals for work and equipment to support the functions of the Authority; Provide input and management oversight on various annual reports, as required;Develop and maintain a positive relationship with the service area municipalities and all customers in the service area;Meet with the regulatory agencies, consultants, municipal representatives, and public to address
