Distinguishing Characteristics
This is a management position responsible for providing technical and compliance support for engineering projects for both the Williamsport Municipal Water Authority and Williamsport Sanitary Authority. This manager must work independently to report and maintain organized technical information about regulatory required programs and capital projects. This position is responsible for working with other management personnel on current capital projects and long-term strategic planning. Excellent oral and written communication skills and organizational skills are critical to success in this position.
Qualifications:
Education and Experience
The ideal candidate for this position will hold a bachelor’s degree in civil or environmental engineering with coursework emphasizing the various aspects of civil engineering, business management, biology, and chemistry. Ideally, civil engineering coursework includes environmental, hydraulics and hydrology, treatment plants, GIS, surveying, land development, and stormwater management. A minimum of three (3) years of relevant professional experience with increasing responsibility in water and wastewater management with an understanding of water distribution and treatment, wastewater collection and treatment, stormwater control measures (SCMs/BMPs), and municipal bidding and contract management is desired.
Licenses and Certification Required
The ideal candidate for this position will hold a Pennsylvania Engineer in Training (EIT) or Professional Engineer (PE) certification. Consideration will be given to candidates capable of obtaining the EIT certification within one (1) year. Applicable Pennsylvania water and wastewater operator certifications or the ability to obtain operator certifications within one (1) year is required.
Comments:
Typical Tasks include, but are not limited to, the following
· Coordinate work of consultants and contractors.
· Coordinate construction quality assurance with inspectors and conduct inspections of water, sanitary, and stormwater line construction and repair work.
· Perform engineering evaluations and prepare reports regarding the following: water distribution, sanitary collection, and stormwater conveyance; pumping systems; treatment facilities; and regulatory permitting.
· Review, prepare and/or design project plans, specifications and estimates consistent with Authority and regulatory standards, policies and codes for water, sanitary and stormwater projects.
· Review applications for payment from consultants and contractors and make recommendations for payment.
· Interact with the customers and the public, as necessary.
· Prepare reports, studies and documents for bidding, RFP, RFQ and grant applications in accordance with industry standards and coordinate staff recommendations.
· Provide support in the development and preparation of capital improvement program budgets.
· Supervise activities of technical staff.
· Review and supervise GIS data entry, maintenance, and analyzation.
· Maintain accurate information for submission to regulatory agencies, to be available upon request for regulatory mandated compliance, grant-funded projects, or as necessary.
· Present data (written and oral) to staff, customers, regulatory agencies, municipal officials and the public.
· Perform other duties as assigned.
Knowledge, Skills, and Abilities
This position will require the ability to: apply standard techniques, procedures, and criteria in carrying out a sequence of related engineering tasks. Exercise of judgement is required on details of work and in making preliminary selections and adaptations of engineering alternatives.
Knowledge of civil engineering principles and practices related to water, sewer, storm drainage, streets and highways, construction management, surveying and Federal, State and local laws, codes and regulations and the ability to apply standard practices and techniques in specific situations, adjust and correlate data, recognize discrepancies in results and follow through a series of related detailed steps or processes is critical for success in this position.
Experience with project/contract management, including contract documents preparation, review, and implementation, is critical for success in this position. Familiarity with Engineers Joint Contract Documents Committee (EJCDC) specifications is beneficial for success in this position.
Additionally, experience in computerized drafting and design programs, specifically AutoCAD, GIS systems, specifically ESRI ArcGIS, and Microsoft Office Suite, specifically Excel, is beneficial for success in this position.
Supervision Received
This position works under the direction of the Director of Engineering.
Supervision Exercised
This position supervises the Engineering Technicians.
Special Conditions
This is a salaried, professional position that will require additional hours as necessary and may be required to work unusual hours in emergency situations. Incumbent of this position must be available on an “on call” basis, as assigned.
This employee will be required to travel on occasion, utilizing company vehicles, public transportation, or personal vehicles on trips both within and outside of the service area, and will require overnight stays for educational purposes and work-related functions.
