The New York State Division of Criminal Justice Services is seeking to fill a full-time Lead Analyst - Information Technology position. The analyst will work on-site at the Mohawk Valley Crime Analysis Center in Utica, NY. The Center is staffed with a team of crime analysts and sworn law enforcement members who support area law enforcement agencies in their efforts to track and reduce Part I Crime.


Duties:
- Responsible for planning, design, application program development, maintenance, implementation, and quality assurance activities.
- Responsible for coordinating and addressing routine information technology- related service issues and working with support vendors to provide operational improvements to the Center.
- Responsible for reviewing Center operations to identify and implement data and technology-related solutions to improve overall Center operations.
- Conduct routine audits to ensure all system usages complies with confidentiality, security, and program standards.
- Will work in coordination with the NYS DCJS Office of Crime Analysis and Strategic Partners (OCASP) Technology Coordinator.
- Responsible for development, coordination, and testing of customer products and technologies to serve Center personnel and enhance overall Center operations, efficiencies, and services.
- Responsible for technical support of Center and partner agency connections; IT activities related to system design, configuration, maintenance, and administration of enterprise database systems.
- Advise on new technology purchases and coordinate with analysts on how to implement and use new technology to develop new products.
- Participate in the development of IT policies and procedures for the Center.
- Analyze alternative IT solutions to make recommendations in various operational areas.
- Implementation, maintenance, and management of Center hardware and software environment.
- Any other relevant duties as assigned by supervisor.
- Weekend/evening hours may be required.



Qualifications:
Prerequisites:
- Experience with databases, spreadsheets, statistical computing, and/or geographic information systems.
- Proficient with Excel and Microsoft Access.
- Experience with computer programming (R, Python, SQL, or equivalent).
- Experience in providing Information Technology Support.
- Strong written and verbal communication skills are essential.

Minimum Qualifications:
- A Bachelor's degree from an accredited college or university in Information Technology, Geographical Information Systems, or a related field plus (2) years of experience with geographic information systems, database management, and IT support.

Preferred Qualifications:
- Master's degree in Information Technology, GIS, or a related field of study.
- Knowledge of the criminal justice process.
- Experience with crime analysis and management of criminal justice databases.



Comments:
Compensation:
- Starting salary $79,325.00.
