Hiring Range: $70,596 - $77,656 annually

Work Schedule: Generally, Monday-Friday, 40+ hours per week, including after-hours meetings, may work evenings, weekends, and holidays as determined by the needs of the Town and for problem resolution.

NATURE OF WORK
As a member of the Public Works - Stormwater Team, the individual in the Stormwater Coordinator position is responsible for performing analytical and administrative tasks, planning, developing, coordinating, and managing activities and documentation required for the town’s Stormwater Management Program. This work is conducted in compliance with the Colorado Discharge Permit System (CDPS) and the General Permit for stormwater discharges associated with Municipal Separate Storm Sewer Systems (MS4s). This includes ensuring compliance with local, state, and federal regulations by leading inspectors, coordinating construction site inspections, developing public outreach initiatives, and managing stormwater mitigation projects. The individual will actively monitor and report on stormwater quality and discharge activities.

Individuals work under the direct supervision of the Stormwater Supervisor to carry out assigned duties, functions, roles, and projects in both routine and complex circumstances.

SUPERVISION EXERCISED
Leads and directs the daily field operations of all Stormwater Inspectors.
ESSENTIAL JOB FUNCTIONS
The individual in the Stormwater Coordinator role is assigned specific assignments, job duties, scope, authority, responsibility, roles, and requirements as determined by the town, department, division, and pursuant to laws, regulations, and practices. Individuals in this position must be able to successfully perform, be responsible for, and/or assist in the fulfillment of many job functions and duties, with or without reasonable accommodations.
The following duties and responsibilities are illustrative of the primary functions of this position and are not intended to be all-inclusive:
* Creates, coordinates, and administers the town’s Stormwater MS4 Program to ensure compliance with all applicable federal, state, and local stormwater regulations.
* Identifies and documents regulatory non-compliance issues and monitors resolution.
* Assists the Stormwater Supervisor in collecting and analyzing stormwater quality data from monitoring sites.
* Prepares stormwater documents, forms, and necessary record keeping. Responsible for current, accurate, and complete file systems and databases keeping reports in compliance and ensuring program effectiveness.
* Researches and analyzes stormwater requirements to determine potential impacts on the Stormwater Program and other town programs and projects.
* Represents the town with various local, regional, and state task forces and committees related to the Stormwater Program. Agencies may include, but are not limited to, the Colorado Stormwater Council, Colorado Department of Public Health and Environment, Environmental Protection Agency, and other local municipalities.
* Provide technical assistance to other town departments/divisions. Conducts stormwater training for town staff. Provides professional-level staff assistance to public works, engineering, and capital project managers, superintendents, and supervisors.
* Oversees and coordinates the application and issuance of MS4 permits.
* Leads and directs Stormwater Inspectors in coordinating stormwater inspections; the Stormwater Coordinator may perform stormwater inspections on construction sites to determine compliance with the Construction Sites Program Description Document and each site’s Stormwater Management Plan.
* Assists and collaborates with the Stormwater Supervisor in the scheduling of employees, assigns work, and monitors progress; guides, trains, and develops employees in the accomplishment of their duties and professional growth.
* Coordinates and reviews stormwater management plans, construction plans, and specifications on capital improvement projects and other development projects to ensure conformance with applicable local, state, and federal standards.
* Coordinate investigation and follow-up for spills and illicit discharges, may assist in spill clean-up; completes all reporting of illicit discharges.
* Contributes to the effectiveness of team decision-making and management by providing information, sharing resources participating, and adapting work schedules to accomplish goals and projects.
* Researches and analyzes stormwater requirements to determine potential impacts on the Stormwater Program and other town programs and projects.
* Takes safety precautions, anticipates unsafe circumstances, and acts accordingly to prevent accidents. Responsible for the safety of self and others, materials and equipment. Uses all required safety equipment and follows all safety regulations, policies and procedures.
* Approves stormwater documents forms and necessary record keeping. Responsible for current accurate and complete file systems and databases.
* Makes recommendations for technical solutions to problems encountered during project design and on-site inspections.
* Assists supervisor in the preparation of capital improvement budget requests and prepare budget requests and cost estimates.
* Prepares technical reports, project progress reports, and project review meeting reports.
* Delivers presentations and outreach initiatives aimed at citizens, homeowners, business owners, town employees, and the Town Board. Addresses supervisors, boards, commissions, civic groups, external agencies, and the public regarding the Stormwater Program and its permits. Creates and implements public awareness campaigns focused on stormwater management practices. Develops educational materials for residents and businesses on preventing stormwater pollution. Facilitates community workshops and presentations on stormwater issues.
* May perform elements of GIS mapping and asset management as required.
* Responsible for complying with all town and department policies; participating in professional training and development; and adhering to attendance and workplace attire policies.
* Issue violation notices and enforce compliance with stormwater regulations.
* Conduct inspections of existing stormwater infrastructure to identify potential issues.
* Investigate citizen complaints regarding stormwater runoff and take corrective actions.
* Regulatory compliance, stay informed about updates to local, state, and federal stormwater regulations. Ensure the stormwater program aligned withal applicable permits and requirements. Collaborate with regulatory agencies on stormwater compliance matters.
OTHER DUTIES
Depending on organizational need, additional duties may include the following:
* The Stormwater Coordinator position participates in the Shared Fleet Vehicle Program, which requires an annual motor vehicle record check.
* Performs other duties as assigned or required.
* Provide twenty-four-hour on-call support when necessary.
* May be involved in special projects that are directly or indirectly related to essential job functions.
* Performs research as directed, such as discovering new technology or tools, market research, etc.
* Performs related duties as established by law/ordinance or reasonably directed by the town.
* Assists other town departments/divisions, serves on employee committees and project teams, and performs other work as necessary.
* May assist with in-stream water quality projects such as water sampling, algae control, and nutrient reduction.
* May work with third-party stormwater inspection, spill response, and infrastructure contractors.
* Assisting other departments/divisions as necessary.
EDUCATION, EXPERIENCE AND FORMAL TRAINING
* Must be at least 18 years of age.
* Bachelor’s degree from an accredited college in Engineering, Environmental Science, Natural Resources, or closely related field is preferred.
* Minimum of three (3) years of experience in Stormwater Management, Environmental Science/Geology, Stormwater Quality Compliance, or a closely related field.
* Two (2) years of field experience in Stormwater Management, Stormwater Quality, and Stormwater MS4 Permit Compliance is preferred.
* An equivalent combination of education, training, and experience that provides the required knowledge, skills, and abilities may be considered.
LICENSES OR CERTIFICATES
* Must have a current Colorado Driver’s License or the ability to obtain one upon hire, that meets the Town of Windsor’s standards.
* FEMA 100, 200, and 700 within one (1) year of employment.
* CPR/1st Aid certification within three (3) months of employment.
* APWA Rocky Mountain Public Works Institute, ability to obtain.
* Certified Professional in Erosion and Sediment Control (CPESC) or equivalent, or ability to obtain certification within one (1) year of employment.
* Certified Inspector of Sediment and Erosion Control (CISEC), or ability to obtain certification within one (1) year of employment.
KNOWLEDGE, SKILLS & ABILITIES
* Knowledge of the policies, procedures, and goals of the Stormwater Division and the Town of Windsor.
* Knowledge of industry best management practices.
* Knowledge of basic applicable federal, state, and local laws, codes, and regulations.
* Knowledge of the organization, purpose, current issues, projects, and employee responsibilities of the department.
* Knowledge of the theory, principles, practices, and methods of stormwater and construction management.
* Skill in developing technical documentation, preparing, reviewing, filing reports, and records management.
* Skill in reading and understanding engineering and construction drawings and specifications.
* Skill in the safe and lawful operation of a motor vehicle.

* Ability to read and correctly interpret construction drawings/blueprints/schematics, specifications, plans, and technical manuals.
* Ability to use standard office equipment, computer equipment, and software, including but not limited to Microsoft Office applications, iAuditor, NEOGOV program, Envisio program, PlowOps GPS system, SpringBrook software, and Cartegraph software necessary to generate relevant work reports.

MATERIALS and EQUIPMENT USED
Materials and equipment used include, but may not be limited to the following:
1. Equipment: The position requires the use of a variety of equipment: staff vehicles (SUVs/pickups), ladder, power tools, hand-tools, water sampling equipment, two-way radios, computers, tablets, or other digital equipment, copiers, printers, scanners, fax machines, telephones, water quality sampling, and monitoring equipment.
2. Materials: The position requires the use of a variety of materials, spill kits, including fuel, def, oils, lubricants, and cleaning supplies. Paints, lacquers/thinners/solvents, adhesives, degreasers, grease, refrigerants, antifreeze, concrete/cement, dirt/backfill, chemical hardeners, concrete sealers, asphalt materials, and other materials as needed.



WORKING ENVIRONMENT & PHYSICAL REQUIREMENTS

The physical activities of this position include, but are not limited to, the following: kneeling, stooping, crouching, standing, walking, pushing, pulling, lifting, sitting, talking, hearing and repetitive motions.

The physical requirements of this position are considered Medium Work, exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.
