ESSENTIAL DUTIES AND RESPONSIBILITIES
Maintain all SCADA software and programming up to date.
Ensure the security and integrity of HR Water OT network at all facilities
Oversee periodic OT network Cyber Security testing and any required upgrades
Interface with staff on implementation of instrumentation upgrades into SCADA.
Make recommendations to management for projects or SCADA upgrades to improve process or overall operation.
Develops, presents for consideration to management and maintains SCADA/I&C Section budgets.
Responsible for collecting necessary data and information to develop a scope of work for projects including cost of materials, contractors and services.
Hire services from outside organizations or professionals to complete work on projects.
Determines applicable codes, regulations, and requirements for assigned projects.
Provides project management for the construction of assigned projects. Manages assigned projects to ensure contractor compliance with time and budget parameters for the project.
Assures as-built records of projects, documents necessary changes to facility plans and drawings, and updates the operation and maintenance programs as necessary.
Evaluates issues and options regarding District projects and makes recommendations.
Prepares Board Communications for District approval of capital projects.
Assists in budget preparation and administration for capital projects.
Installs and sets up new equipment.
Provides emergency assistance to disabled equipment as needed and appropriate.
Maintains tools and equipment.
Performs work in accordance with safety policies and procedures.
Assists other sections as needed to complete the goals of the organization.
Performs other duties and special assignments which may be outside normal/routine job duties.
Qualifications:
MINIMUM QUALIFICATIONS
Bachelor’s degree in engineering or computer science, or equivalent degree with an emphasis in SCADA programming.
Must possess and maintain a valid driver’s license with an acceptable motor vehicle record.
At least 5 years of related experience in industrial computer systems, programmable logic controllers and intelligent distributed controls with a strong background in analog components and systems. Experience with water or wastewater chemical process, pumps, valves, and hydraulics.
At least one year of experience performing administration tasks in a LAN or WAN based SCADA network.
Supervisory work experience is preferred.
Certification as Water Operator and/or Wastewater Operator is preferred.
Any equivalent combination of education and experience.
SPECIAL REQUIREMENTS
Availability to work during non-scheduled hours when necessary.
NECESSARY KNOWLEDGE, SKILLS AND ABILITIES
Give and take directions and communicate effectively both verbally and in writing.
Read and understand technical literature, blueprints, and equipment operations and maintenance manuals associated with electrical/mechanical control systems.
Strong understanding of electromechanical concepts.
Maintain effective maintenance and inventory records.
Diagnose, determine, and repair cause and effect of electronic equipment malfunctions.
Ability to work with minimal supervision and exercise independent judgment, while balancing the need to get outside/expert opinions on complicated problems.
Construct and/or reconstruct circuits to accomplish operational needs.
Work with and manage people from diverse backgrounds and points of view as part of a team including conflict management, team building, strategic planning, and performance management.
Follow through on assignments and tasks and adapt to changing priorities, process conditions, and circumstances.
Knowledge of wastewater and water treatment processes and the application of SCADA technology to facilitate these processes is preferred.
Establish and maintain effective working relationships with employees, supervisors, other departments, officials and the public and work with people from diverse backgrounds and points of view as part of a team.
Represent the district professionally with integrity and excellence, setting a positive example for workplace behavior. Encourage a respectful, collaborative, and accountable work environment while demonstrating ethical conduct in all interactions.
