Small Business Partnering – Requirements and Best Practices
This session will provide a high level overview of requirements and best practices for small business partnering. Specific topics will include:
• Supplier Diversity and Small Business Programs
• Meeting Small Business Goals
• Effective Outreach Efforts

Noah Robins is a Global Supply Chain Specialist in RTI’s Small Business Office ( He supports RTI's business development efforts by advising proposal and capture teams on small business engagement strategies, including interpretation of small and diverse business requirements and locating potential small and diverse business partners. He also supports the Small Business Office’s supplier diversity training, outreach and reporting efforts. Noah joined RTI in May 2017 after five years at the NC Small Business and Technology Development Center (SBTDC), first assisting startup companies and later as a PTAC (Procurement Technical Assistance Counselor) focusing on government contracting. In his work with SBTDC Noah advised companies ranging from one-person consulting firms to 800-employee manufacturers. Noah earned a Bachelor of Arts in History from Duke University and is completing his MBA at Western Carolina University.
