Managing Partner, Baker & Associates George Baker is the long-time editor of Mexico Energy Intelligence, a Houston-based newsletter that addresses matters of commerce, institutional development, law and regulation. In parallel, he directs his firm’s web portal: Energia.com, where visitors may read interviews with stakeholders and analysts, and download reports on topics of public interest.
He is regarded as an honest broker of international and Mexican concerns about energy policy and, in particular, about Pemex’s relationship to the global oil and gas industry.
George Baker was the first Fulbright Exchange Scholar at Mexico’s National University (UNAM), where, in the School of Philosophy and Letters, he lectured in Spanish. Other academic appointments have been at California State University, Fullerton, New Mexico State University, and University of Maryland, Far East Division, where he lectured in Japan, Korea and Thailand.
He holds a Ph.D. in history from Duke University, and a M.A. in Social Sciences from California State College, Fullerton.
Enrique Garza obtained his Law Degree from the Universidad Iberoamericana in México City.
Mr. Garza has experience since 1985 in Maritime and Insurance Law, representing foreign and national companies in most of the major transactions and casualties in Mexico, he also advices clients involved in the Oil and Gas Industry in their offshore operations, public tender processes and administration of Pemex contracts.
Mr. Garza is member of the Mexican Maritime Law Association and of the Mexican Insurance Law Association. He is a constant speaker in international conferences in connection with Maritime, Energy and Insurance industries in Mexico.
