Tenant activists and their radical allies on the County Council used the pandemic as an excuse to impose an excessive and arbitrary limit on rent increases of .04% for 36 months. The measure has expired, and next month the County Council is expected to vote on a bill to limit rent increases to 4% for six months.
It is untenable to target housing providers as the sole industry in the County to regulate price increases in response to inflation. Supplies, materials, labor, property taxes, and utility costs have all increased. Restaurants, grocery stores, gas stations, all other businesses in the County are free to raise prices as they wish. This body even approved a 6% increase for the Washington Suburban Sanitation Commission. This bill would have the government continue to treat housing providers worse than the sewage company.
Small housing providers were disproportionately harmed by the pandemic. Small providers are not as capitalized as large corporate providers and therefore were more severely impacted by the record vacancies, delinquencies, rent increase ban and eviction moratorium.
This bill will disproportionately benefit wealthy residents and will have a disparate impact on small housing providers. Montgomery County is one of the most affluent counties in the nation. This overly broad limitation on rent increases without financial qualification, or even proof that a tenant has requested or needs rent relief, disproportionately benefits the rich, while significantly harming providers.
