This workshop will provide a thorough overview on the basics for air analysis and air quality basics. The speaker will walk the audience through the CEQA checklist questions for air quality and describe how to research project impacts to prepare responses. The discussion will include identifying and evaluating the regional clean air plan and determining project consistency. Pollutants that should be evaluated in CEQA air quality studies will be described. Emphasis will be on determining when sensitive receptors will be affected by a project and how to determine if a health risk assessment is required. The presentation will provide an overview of the CalEEMod model and an introduction to the newest version of CalEEMod currently in soft launch.

Speakers: Amy Fischer, Principal LSA and Elena Nuño, Air Resources Specialist, Dudek Amy Fischer serves as a Principal/Project Manager for CEQA documents on a variety of development and infrastructure projects. As a key member of LSA’s environmental technical staff, Ms. Fischer serves as a senior air quality, climate change, and noise analyst for CEQA/NEPA and planning documents and is responsible for research, and preparation of technical reports. Using the California Emissions Estimator Model (CalEEMod), Ms. Fischer performs quantitative assessments of air quality and greenhouse gas emissions associated with all relevant sources related development projects, including construction activities, vehicle trips, electricity consumption, water usage, and solid waste generation and disposal. Her noise experience includes ambient noise monitoring and the application of local and State noise standards used in impact analysis and the development noise mitigation for residential and commercial development projects. Ms. Fischer has over 20 years of experience in the environmental field and has participated in environmental analysis for many diverse projects in California. She is the President of the Central Chapter of the Association of Environmental Professionals.
Elena Nuño is an Air Resources Specialist at Dudek. With over 18 years of experience, she is focused on California Environmental Quality Act (CEQA) and National Environmental Policy Act (NEPA) compliance. Her technical specialty is preparing thorough and legally defensible air quality and greenhouse gases (GHGs) impact assessments that accurately characterize a project’s impacts and provides applicable strategies or mitigation measures to reduce potential impacts. Elena is a recent addition to Dudek’s air quality team of experts and is excited to Du more as part of a nationally recognized top workplace and environmental firm.
As a life-long resident of the San Joaquin Valley, she is committed to the environmental impact assessment process improvement through her volunteer service as Director of the Central Chapter Association of Environmental Professionals. Elena holds a bachelor’s degree in Geologic and Environmental Science from Stanford University and a master’s in public administration from California State University, Fresno.
