Join the Central Chapter of AEP and U.S. Army Corps of Engineers staff for a lunchtime seminar tailored for planners, developers and regulatory practitioners. This session will provide an overview of the requirements, process, best practices for the 404 permitting process.
Lunch will be included in the seminar cost and a menu provided once registered.
Key Topics Covered:
Understanding the Clean Water Act Section 404: An overview of what and how the U.S. Army Corps of Engineers administers, applies, and regulates the Clean Water Act under Section 404 for Waters of the United States including wetlands.
404 Permit Types and Process: With the various types of 404 permits that may apply to an applicant’s project, staff will give an overview of the ways to assess which permit may best apply, an overview of delineation requirements, and how to streamline the preconsultation and application process where possible.
Other Key Federal Regulations : Discussion of the key State Historic Preservation Act Section 106 and Section 401 of the Clean Water Act, and Endangered Species Act requirements necessary to obtain a 404 permit
Online resources: Staff will present the online application process and resources available, including quarterly regulatory update webinars/sessions.

By the end of this seminar, participants will have an understanding of the an overview of the Clean Water Act Section 404, it’s administration by the U.S. Army Corps of Engineers, how to assess what permits may be required by Section 404, and how to consult with and apply to the U.S. Army Corps of Engineers (and other related federal agencies) to obtain a 404 permit for their project’s impacts to Waters of the United States, including wetlands.
Presenters: Cody Barnes, Regulatory Project Manager, U.S. Army Corps of Engineers - Cody Barnes is a regulatory project manager with the US. Army Corps of Engineers’ Technical Regional Execution Center, which processes infrastructure projects across the districts. He’s a broadly trained ecologist who completed undergraduate studies at California State University Monterey Bay and a terminal degree from Oklahoma State University. Lastly, he enjoys doing wildlife photography and is passionate about the outdoor experience.
Cecilia Working, Regulatory Project Manager, U.S. Army Corps of Engineers - Cecelia “Cece” Working is a regulatory project manager with the Sacramento District, U.S. Army Corps of Engineers. She studied biology at Mills College and natural resources at University of Georgia. Cece reviews projects in the South Central Valley (primarily Kern, Kings and Tulare County) and is committed to environmental outreach.
