Michael Oestmann, CEO
Tall City Exploration, LLC


Mr. Oestmann is a native Midlander and began his work career with Exxon in 1982 after graduating from Rice University with a degree in geology with a geophysics option.  He worked 15 years with Exxon and then 9 years with various public and private independents, including Pure Resources, Unocal and Celero.  In 2007 he co-founded Piedra Resources which sold its assets in 2011.  He began Tall City Exploration in 2012 which completed the sale of its assets in 2015.   Tall City II was merged into Tall City III when he partnered with Warburg Pincus in 2018.  Tall City III completed the sale of it’s assets to Vital in late 2023.  Mike and partners formed Tall City Exploration IV in early 2024.  He is also a partner in the Crew Support Services companies providing workforce lodging across the Permian Basin. He serves on several industry boards including Service Compression, and Galvanic Energy II as well as a number of boards supporting various causes in Midland and the Permian Basin including serving as a Trustee at Midland College,  VP of the board of Midland College Foundation,  Midland College’s Davidson Distinguished Lecture Committee, VP of the board of Midland’s Permian Basin Petroleum Museum, and the West Texas Geology Foundation.  He also serves as an elder at Westway Church of Christ.  He and Cathy, his wife of 40 years, live in Midland, Texas.

Ryan Tull joined the energy & power investment banking group at Piper Sandler in 2024.

Tull has 30 years of experience in the energy industry, including 20 years as an investment banker. Prior to Piper Sandler, Tull was head of oilfield services and oilfield infrastructure at J.P. Morgan from 2019 to 2024, and worked for Credit Suisse from 2004 to 2019 where he was promoted to managing director and served as head of oilfield services.

Tull has extensive capital markets and advisory experience, raising more than $50 billion in debt financing, leading more than 20 IPOs as well as many other follow-on equity offerings, and having completed approximately $40 billion in M&A deal volume.

Tull is a long-time Houstonian and grew up in New Mexico. He earned a bachelor’s degree in managerial studies and economics as well as a Masters of Business administration degree, with honors, from Rice University.
