Position Description:
Fayetteville, NC (pop. 210,000) The City of Fayetteville is an award-winning city that is home to Fort Bragg, the Army’s headquarters for Airborne and Special Operations forces, and Pope Army Air Field. Located in Cumberland County, the City is more than 250 years old and steeped in history. The City’s 150 square miles include a historic downtown shopping area, numerous historic sites, seven museums, three colleges and universities, multiple entertainment venues, and award-winning golf courses. Fayetteville is conveniently located within two hours of Myrtle Beach and other east coast beaches, as well as within close proximity to camping, fishing and hiking.
The Stormwater Project Manager position is part of the Public Services Department and will report to the Stormwater Manager. The Project Manager is responsible for civil and stormwater engineering project management performed in the planning, surveying, design, review, contracting, inspection, field supervision and maintenance of multiple types of municipal stormwater engineering projects and systems. The position will direct and manage project development from beginning to end; define project scope, goals and deliverables that support the organization’s goals in collaboration with senior management and stakeholders. Additionally, the Project Manager will supervise the collection and processing of site data; independently design and revise various projects including plats, specifications, and instructions to surveyors; and draw a variety of plans including roads, drainage structures and municipal facilities.
The Project Manager is also charged with participating in the annual budget preparation for the Engineering Division including forecasting additional funds needed for staffing, equipment, materials and supplies while also monitoring expenditures and implementing adjustments as needed. The Project Manager will also recommend and implement goals, objectives and practices for providing effective and efficient services. Additionally, the Manager will answer questions and provide information to the general public; provide relevant information to the designated City’s Public Information Officer (PIO); respond to and resolve citizen inquiries and complaints and refer difficult and sensitive problems to appropriate staff.
Education/Experience/Skills Required:
The successful candidate will have the following qualifications and experiences:
• An ability to provide stormwater project management direction for the City’s long-range capital plan for stormwater management through their Engineering Division and the ability to manage and guide those projects from beginning to end.
• An advanced knowledge of principles and practices of hydrology, hydraulics, stormwater management systems and a thorough knowledge of governmental regulations, particularly as it relates to the Environmental Protection Agency stormwater regulations, the National Pollutant Discharge Elimination System (NPDES), and the Clean Water Act as well as applicable sections of the City’s Code of Regulations or other agency regulations that apply to the City’s facilities and permits required for stormwater project management.
• An ability to cultivate a strong working relationship with residents, employees, businesses and stakeholders by providing leadership on stormwater regulations.
• A bachelor's degree in civil engineering or related field from an accredited college or university; a registered North Carolina Professional Engineer (PE) license or eligible to have the license transferred within six months of employment.
• Four to 7 years of progressively responsible professional experience in civil engineering with a strong emphasis modeling software used for stormwater project management;
• Additionally, a Project Management Professional (PMP) is desired or significant experience in project management; also preferred is ArcGIS experience and/or the designation as a Certified Floodplain Manager (CFM) or Certified Construction Manager (CCM).
Salary:
The anticipated hiring salary range for the position is $69,037 - $88,762 DOQ with an excellent benefit package.
