Collections System & Emergency Response Manager - Louisville, KY 

Position Description: 
Manages the operations and maintenance of the Wastewater Collection System, including the sanitary sewer system and the combined sewer system, in the most efficient and effective manner to meet all applicable regulatory requirements. Assists in directing Agency’s emergency response during company- or community-wide event.

Duties/Responsibilities: 
Manages and implements preventive maintenance plan to ensure maximum life cycle of all equipment. Reviews technical information and documentation, consultant reports and design documents. Develops and prioritizes plans for capital improvements with Engineering Division to ensure capacity of the collections system, and reduces the frequency and severity of customer-related issues. Manages and plans both capital and operating budgets. Oversees vendor/staff coordination and contract implementation. Ensures NMC, CMOM, IOAP, SORP and APCD requirements are met. Resolves any labor disputes as a member of the labor/management team and ensures policy and procedures are followed. Develops plans for and oversees response to emergency events that could possibly effect Agency systems, employees, or customers. Oversees all field response to emergencies under the authority of the Operations Director – Collections System and Emergency Response and MSD Chief Operations Officer. Acts as primary back-up to Operations Director – Collections System and Emergency Response in the role of communications coordination with EMA. Represents MSD as Agency Representative to EOC during any community-wide event as required. Manages 24/7 staffing with planning for emergency and weather response. Develops and implements odor control policy and manages odor control contract for the district. Develops and oversees response plan to customer odor complaints related to the collection system. Coordinates response plan with Customer Relations to ensure customer communication plans are followed.


Education/Experience/Skills Required: 
KNOWLEDGE, SKILLS AND ABILITIES NECESSARY TO THE WORK:
Knowledge of MSD Sanitary Collection System and Combined System; knowledge of MSD Operations in Sanitary, Drainage, and Treatment; knowledge of Emergency Response Protocol and communications, including but not limited to, NIMS standards in Water Sector: knowledge of industrial maintenance management; knowledge of electrical, mechanical and/or instrument & control equipment, application and theory; knowledge of wastewater treatment principles, practices, laws and regulations; knowledge of SCADA, telemetry and controls programs; knowledge of Clean Water Act, Kentucky Pollutant Discharge Elimination System and other local, State and federal regulations; knowledge of various codes and regulations (basic OSHA, NEC, etc.); skill in operating a PC and associated Windows environment software (e.g. Microsoft Office Suite); skill in managing multiple priorities; ability to supervise a diverse workforce; ability to develop and review technical information, documentation, design engineering studies, reports, drawings and specifications; ability to resolve problems; ability to communicate effectively both orally and in writing; ability to work effectively under heavy, unpredictable surges in workload; ability to work outdoors; ability to work 24 hour emergency response, various shifts and weekends.

MINIMUM REQUIREMENTS:
Bachelor Degree in Engineering, Business, Management or a related field; five or more years of related experience; an equivalent combination of education and experience may be substituted. Two or more years of supervisory experience required. Kentucky Wastewater Operator Class IV Collections license preferred. Must possess a valid driver’s license. Must have an acceptable and reliable means for being contacted during off-duty hours. Must have safe work and driving habits.  


Salary: 
$90,459.20 - $144,768.00 Annually
