Position Description: 
West Knox Utility District (WKUD) is a fast-growing water and sewer utility that serves the northwest portion of Knox County Tennessee. WKUD has a service area of 72 square miles, two water treatment plants, and a new wastewater treatment plant. WKUD currently serves more than 27,000 water and 22,000 sewer customers and has experienced 28 percent growth over the last ten years. WKUD added more than 1,000 new customers last fiscal year and has fifteen new residential developments at various stages with more on the way. WKUD has an extensive capital improvement projects list to keep pace and stay ahead of growth and development by expanding and maintaining its infrastructure.
WKUD has an immediate opening for a Senior Staff Engineer. 

Duties/Responsibilities: 
Essential Functions Include: 

• Development and implementation of plans, designs, and cost estimates for the construction,
maintenance, repair, and extension of water and sewer lines, force mains, pumping stations,
water and wastewater plants, and related water and sewer facilities.
• Reviewing and recommending outside consultants/contractors when necessary.
• Managing multidiscipline projects consisting of water/wastewater treatment and
distribution/collection capital projects from planning through design and construction.
• Working with WKUD GIS/CADD technicians on GIS and CADD engineering design drawings.
• Preparing easements, permits, reports, agreements, specifications, and bids documents.
• Assisting in the development of operating budgets to monitor and maintain costs.
• Providing oversight and advice on operation of the water and sewer plants, collection and
distribution systems, regulatory requirements, and health and safety issues.
• Monitoring construction work in progress and approving payments.
• Performing administrative matters including correspondence and maintenance of files and
records.
• Reviewing plans, plats, calculations, specifications, surveys, reports, etc.
• Creating reports and presentations for the General Manager, Assistant General Manager, and
Board of Commissioners.
• Reviewing State and Federal regulations, professional engineering journals, and applicable
reports and data.
• Interacting with customers, neighborhood groups, civic organizations, private agencies,
developers, government agencies, and boards.
• Attending professional meetings, seminars, and workshops to meet PDH requirements.
• Performing other duties as assigned/required to support WKUD programs and initiatives
including CMOM, FOG, Damage Prevention, Backflow, Asset Management, Safety, New
Development, Water Loss, Odor Control, and Pretreatment.

Education/Experience/Skills Required: 
• B.S. Degree in Civil Engineering or a related field and 8 or more years of related experience, or
an equivalent combination of education and experience.
• State of Tennessee certification as a Professional Engineer.• Thorough knowledge of the theory, principles, standard methods and practices of engineering
and contract administration.
• Working knowledge of water treatment and distribution, pumping stations, wastewater
treatment and collection systems.
• General knowledge of hydraulics.
• Demonstrated analytic and administrative capabilities.
• Knowledge of county, state, and federal laws, and regulations.
• Effective technical, software, communication, problem solving, and people skills
