Position Description: 
This is technical work developing and administering the Department’s environmental compliance programs, including industrial pretreatment, managing the spill prevention control and containment plans, and assisting plant management with the national pollutant discharge elimination system permit and risk management plan.

Duties/Responsibilities: 
Provides technical support, research, and regulatory guidance to the Water and Sewer Department; reviews existing and proposed local, state, and federal regulations and determines the impact on departmental activities.

Prepares, publishes, reviews and submits a variety of state and federal compliance reports including the water quality report, biosolids report, Tier II reporting for Hazardous chemical inventory, Risk Management Plan, Source Water Protection Plan, Emergency Response Plan, Water System Risk and Resilience Assessments, Lead and Copper Sampling Plan, Water Loss Audits, sampling, and other reports as needed or required; coordinates distribution, notification, website and other publication of materials.

Performs required disinfection contact time calculation for water plan when process units are taken offline.

Reviews and comments on bids and proposal submittals; participates in panel interviews for new hires.

Provides Industrial Treatment Program (IPP) support to ensure compliance with government regulations; conducts, compiles information, and reports Industrial User Surveys and sampling results.

Coordinates sampling for IPP scheduled industrial and wastewater treatment plan sampling; contracts with third party laboratories for analysis; collects and ships samples, operates composite sampling equipment and interfaces with customer flow monitors; reviews and analyzes data.

Drafts and issues industrial wastewater discharge permits.

Reviews industrial periodic compliance reports; takes enforcement action as needed.

Implements Dental Amalgam discharge rule including developing report forms, performing training and outreach to dentist offices, inspections, and tracking activities.

Calculates local limits for allowable discharge quantities of priority pollutants into wastewater system for inclusion in City Sewer Use Ordinance.

Manages and certifies the Spill Prevention Control and Countermeasures (SPCC) Plan program for the Public Utilities Division; revises existing and develops new plans; coordinates hazardous waste disposal from chemical spill events in plant facilities.

Creates required forms and documentation; oversees inspections; develops and presents training materials; conducts and documents required audits.

Oversees special and hazardous waste disposal activities; applies for special waste applications; provides documentation and communication to regulators as required.

Provides contract administration support for electric pole attachment agreements and dark fiber leases.


Education/Experience/Skills Required: 
A Bachelor’s degree with coursework in civil/environmental engineering, environmental science or related field and moderate experience in regulatory compliance is required.
