GENERAL DESCRIPTION OF POSITION

Under the general direction of the Director of Production, directs the water production engineering and support functions including capital project management, labs, and electrical and instrumentation activities. Provides oversight for environmental compliance and permitting activities. Requires a high level of judgment, analytic ability and creativity, such as investigating moderately complex problems or situations, analyzing information and recommending solutions.

ESSENTIAL DUTIES AND RESPONSIBILITIES
1. Leads and directs production engineering activities and initiatives to ensure long-term production reliability, efficiency, environmental compliance, and safety.

2. Works closely with production management on long-term strategy and planning of projects and activities to improve reliability and performance.

3. Recommends, develops, manages, and directs activities and projects for improvements. Manages production engineering projects and activities to assure long-term reliability and safety of the production facilities.

4. Provides engineering and technical support for projects and initiatives from production maintenance and operations.

5. Manages special environmental projects as necessary for environmental compliance.

6. Provides general oversight on preparation, review, and submission of environmental permits and compliance documents as required by state and federal law and regulations.

7. Interfaces with production staff, operations, and maintenance personnel to ensure practices that maximize plant reliability and performance. Assists in resolving water quality and treatment process issues and assists in assuring that operation of the water treatment facilities is in conformity with State and Federal regulations.

8. Maintains up-to-date knowledge of water plant engineering, system, and equipment issues and ensures staff knowledge is up-to-date.

9. Communicates with and manages consulting engineers and other consultants on projects and studies.

10. Communicates with vendors regarding new equipment installations, upgrades, and engineering projects.

11. Prepares and submits reports on engineering activities and projects as necessary.

12. Directs water quality lab personnel.

13. Performing any other related duties which may include continued support of decommission activities at the Elmer Smith Station and support of the Integrated Resource Planning team.

14. Perform any other related duties as required or assigned.

QUALIFICATIONS
To perform this job successfully, an individual must be able to perform each essential duty mentioned satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.

EDUCATION AND EXPERIENCE
Technical degree required in such disciplines as Computer Engineering, CPA, etc., plus 7 years related experience and/or training, and 5 years related management experience, or equivalent combination of education and experience.

COMMUNICATION SKILLS
Ability to read, analyze, and understand common scientific and technical journals, financial reports, and legal documents; Ability to respond to complex or difficult inquiries or complaints from customers, regulatory agencies, or members of the business community.

MATHEMATICAL SKILLS
Ability to apply advanced mathematical concepts such as exponents, logarithms, quadratic equations, and permutations. Ability to apply mathematical operations to such tasks as frequency distribution, determination of test reliability and validity, analysis of variance, correlation techniques, sampling theory, and factor analysis.

CRITICAL THINKING SKILLS
Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

Valid Driver's License

Class IVA Water Treatment Plant Operator Certification, Professional Engineer

Supervises a moderate size group (8-15) of employees engaged in important, complex operations, consisting of employees in different classifications who perform a wide variety of duties.

RESPONSIBILITY FOR FUNDS, PROPERTY and EQUIPMENT
Regularly responsible for funds, building premises, inventory, or other property owned or leased by the organization and, in addition, may have temporary custody and responsibility of patron property, which through carelessness, error, loss, theft, misappropriation, or similar action would result in very important monetary losses to the organization. The total value for the above would range from $25,000,000 to $50,000,000.

ADDITIONAL INFORMATION
Knowledge and Abilities
Bachelor's degree in Mechanical Engineering, Chemical Engineering, or related field. Extensive working knowledge of the inter-related components of water treatment systems. Excellent communication skills and strong leadership and supervisory skills needed. Basic computer skills. Respirator release required.

Experience
Desired minimum of five to seven years’ experience in the water utility industry. Preferred Class IVA Water Treatment Plant Operator Certification, Professional Engineering License
