Position Description: 
These positions will be filled as an Engineering Technician I, II, or III based on candidate qualifications. Salary ranges are as follows:

Engineering Technician I: $48,006.40-$71,385.60
Engineering Technician II: $51,563.20-$77,334.40
Engineering Technician III: $55,452.80-$83,303.20

Engineering Technician I 
Provides technical and administrative support related to routine privately and publically funded wastewater, stormwater, and flood protection infrastructure projects under direct oversight by a staff PE. Assists with technical analysis activities, ensuring adherence to MSD specifications/design standards and appropriate local, state, and federal regulations/guidelines. Assists with implementation of programmatic initiatives related to KPDES Permit compliance, Consent Decree compliance, asset management, USACE Flood Protection System operation and maintenance, Municipal Separate Storm Sewer System (MS4) permit compliance, Green Infrastructure planning, Community Rating System (CRS) Program implementation, Floodplain Management planning and watershed master planning. Provides technical and administrative support related to the Plumbing Modification Program. Assists with walk-in customers.

Engineering Technician II
Provides technical and administrative support related to routine privately and publically funded wastewater, stormwater, and flood protection infrastructure projects under direct oversight by a staff PE. Assists with technical analysis activities for routine privately and publically funded infrastructure, ensuring adherence to MSD specifications/design standards and appropriate local, state, and federal regulations/guidelines. Assists with implementation of programmatic initiatives related to KPDES Permit compliance, Consent Decree compliance, asset management, USACE Flood Protection System operation and maintenance, Municipal Separate Storm Sewer System (MS4) permit compliance, Green Infrastructure planning, Community Rating System (CRS) Program implementation, Floodplain Management planning and watershed master planning. Provides technical and administrative support related to the Plumbing Modification Program. Assists with basic project management activities. Assists with walk-in customers.

Engineering Technician III 
Provides technical support related to routine privately and publically funded wastewater, stormwater, and flood protection infrastructure projects under direct oversight by a staff PE. Assists with technical analysis and oversight activities for complex privately and publically funded infrastructure, ensuring adherence to MSD specifications/design standards and appropriate local, state, and federal regulations/guidelines. Assists with implementation of complex programmatic initiatives related to KPDES Permit compliance, Consent Decree compliance, asset management, USACE Flood Protection System operation and maintenance, Municipal Separate Storm Sewer System (MS4) permit compliance, Green Infrastructure planning, Community Rating System (CRS) Program implementation, Floodplain Management planning and watershed master planning. Provides technical and administrative support related to the Plumbing Modification Program. Assists with routine project management activities. Assists with walk-in customers.

Duties/Responsibilities: 
Engineering Technician I 
Provides technical and administrative support related to routine privately and publically funded wastewater, stormwater, and flood protection infrastructure projects under direct oversight by a staff PE. Prepares computer aided drafting and design (CADD) drawings for wastewater, stormwater, and flood protection infrastructure projects. Supports internal and external stakeholder meetings in various settings. Assists with basic project management activities. Assists with technical analysis activities, ensuring adherence to MSD specifications/design standards and appropriate local, state, and federal regulations/guidelines. Receives plan submittal applications. Reviews design calculations, construction plans, and technical specifications. Reviews shop drawings and new product submittals. Researches restrictions on building lots associated with drainage, grading and floodplain management. Assists with implementation of programmatic initiatives related to KPDES Permit compliance, Consent Decree compliance, asset management, USACE Flood Protection System operation and maintenance, Municipal Separate Storm Sewer System (MS4) permit compliance, Green Infrastructure planning, Community Rating System (CRS) Program implementation, Floodplain Management planning and watershed master planning. Provides technical and administrative support related to the Plumbing Modification Program. Performs field inspection and testing of sewer backflow prevention installations and disconnections of improper private plumbing. Ensures that plumbing contractor's work complies with MSD specifications and regulating agency requirements. Compiles records and reports on the backflow installations utilizing Hansen software and LOJIC Geographic Information System. Assists with walk-in customers. Actively performs quality assurance reviews for own work products, along with those of divisional staff of which they are processing, evaluating for completeness, grammar, punctuation, and accuracy. Maintains polite, professional, and tactful communication skills in person, over the phone, and through written communication. Submits records for working files and final retention per MSD policy and procedures. Performs other duties as assigned.

Engineering Technician II
Provides technical and administrative support related to routine privately and publically funded wastewater, stormwater, and flood protection infrastructure projects under direct oversight by a staff PE. Performs basic land surveys to determine elevation and grade. Compiles data and supporting documentation (e.g. charts, graphs, references) to support regulatory reporting and programmatic initiatives. Submits local, state and federal cost-share grant applications. Assists with technical analysis activities for routine privately and publically funded infrastructure, ensuring adherence to MSD specifications/design standards and appropriate local, state, and federal regulations/guidelines. Reviews single-family construction and demolition permits. Reviews minor plats, record plats, and easement plats. Researches easement conflicts associated with new projects. Reviews Stormwater Pollution Prevention Plans (SWPPPs). Assists with implementation of programmatic initiatives related to KPDES Permit compliance, Consent Decree compliance, asset management, USACE Flood Protection System operation and maintenance, Municipal Separate Storm Sewer System (MS4) permit compliance, Green Infrastructure planning, Community Rating System (CRS) Program implementation, Floodplain Management planning and watershed master planning. Provides technical and administrative support related to the Plumbing Modification Program. Communicates program framework and eligibility to customers. Assists with resolution of customer service requests related to plumbing modifications. Conducts field investigations to identify possible illicit connections to the public sewer system. Inspects plumbing modification improvements for adherence to specifications. Reviews plumbing plans. Documents Fats Oils and Greases (FOG) program activities (First Release, Final Release and Field Correction Notices). Issues First and Final Releases under the Plumbing Plan Review Program. Performs post-construction inspection for adherence to Plumbing Plan. Assists with walk-in customers. Actively performs quality assurance reviews for own work products, along with those of divisional staff of which they are processing, evaluating for completeness, grammar, punctuation, and accuracy. Mentors Engineering Technician Is in developing technical job functions/abilities. Maintains polite, professional, and tactful communication skills in person, over the phone, and through written communication. Submits records for working files and final retention per MSD policy and procedures. Performs duties of Engineering Technician I as needed. Performs other duties as assigned.

Engineering Technician III 
Provides technical support related to routine privately and publically funded wastewater, stormwater, and flood protection infrastructure projects under direct oversight by a staff PE. Compiles data, supporting documentation (e.g. charts, graphs, references) and associated text content to support regulatory reporting and programmatic initiatives. Administers local, state and federal cost-share grant applications. Resolves customer requests related to wastewater, stormwater, and flood protection infrastructure. Performs hydraulic and hydrologic system modeling, following standard engineering practices and procedures. Assists with routine project management activities. Assists with technical analysis and oversight activities for complex privately and publically funded infrastructure, ensuring adherence to MSD specifications/design standards and appropriate local, state, and federal regulations/guidelines. Coordinates with other MSD departments, as well as state and local agencies, to ensure projects are undertaken in a manner consistent with regulations. Inspects stormwater detention/retention basins, private sanitary sewer line replacements, Stormwater Pollution Prevention Plans (SWPPPs), and post construction water quality BMPs to ensure proper functionality and compliance with MSD Specifications. Assists with implementation of complex programmatic initiatives related to KPDES Permit compliance, Consent Decree compliance, asset management, USACE Flood Protection System operation and maintenance, Municipal Separate Storm Sewer System (MS4) permit compliance, Green Infrastructure planning, Community Rating System (CRS) Program implementation, Floodplain Management planning and watershed master planning. Provides technical and administrative support related to the Plumbing Modification Program. Inspects Food Service Establishments to ensure compliance with MSD Specifications, grease control equipment requirements resulting from certification failures and/or enforcement actions issued by MSD. Assists IWD (Industrial Waste Department) with MSD Certified Grease Waste Haulers training. Assists IWD by conducting compliance audits of Certified Grease Waste Haulers. Assists IWD to educate food service establishment owners/operators on FOG program requirements. Meets with customers and agency officials (in the office or in the field) to develop solutions for sewer backflow prevention installations and improper private plumbing connections. Assists with walk-in customers. Actively performs quality assurance reviews for own work products, along with those of divisional staff of which they are processing, evaluating for completeness, grammar, punctuation, and accuracy. Knowledge of basic mathematics principles, land surveying techniques, and general construction practices/methods; knowledge of MSD Design Manual, Standard Drawings and Standard Specifications, Metropolitan Subdivision Regulations and Zoning, Erosion Prevention and Sediment Control (EPSC) and Local Regulatory Floodplain and other environmental regulations; skill in operating a PC, computer aided drafting and design (CADD) software and associated Windows environment software (e.g. Microsoft Office Suite, etc.); skill in oral and written communication; ability to read, interpret and discuss detailed construction plans and topo maps; ability to manage, plan and effectively prioritize multiple projects and initiatives; ability to analyze problems and develop reasonable solutions; ability to exercise sound judgment and discretion in decision-making; ability to work in a team environment; ability to be courteous and helpful under pressure; ability to work under heavy surges in workload and deadline pressure; ability to work 24 hour emergency response, various shifts and weekends.

Knowledge of basic mathematics principles, engineering design methods, hydraulic/hydrologic calculations, surveying, general construction practices/methods, routine equipment requirements and environmental practices; knowledge of MSD Design Manual, Standard Drawings and Standard Specifications, Metropolitan Subdivision Regulations and Zoning, Erosion Prevention and Sediment Control (EPSC) and Local Regulatory Floodplain and other environmental regulations; skill in operating a PC, computer aided drafting and design (CADD) software and associated Windows environment software (e.g. Microsoft Office Suite, etc.); skill in oral and written communication; ability to read, interpret and discuss detailed construction plans and topo maps; ability to manage, plan and effectively prioritize multiple projects and initiatives; ability to analyze problems and develop reasonable solutions; ability to exercise sound judgment and discretion in decision-making; ability to work in a team environment; ability to be courteous and helpful under pressure; ability to work under heavy surges in workload and deadline pressure; ability to work 24 hour emergency response, various shifts and weekends.


MINIMUM REQUIREMENTS:
Engineering Technician I
Associate degree in engineering technology (civil, mechanical, electrical, construction) or a related field; no related experience required; an equivalent combination of education and experience may be substituted. Must possess a valid driver’s license. Must have safe work and driving habits. Must obtain Plan Reviewer/Preparer EPSC Certification within 6 months.

Engineering Technician II
Associate degree in engineering technology (civil, mechanical, electrical, construction) or a related field; three or more years of related experience; an equivalent combination of education and experience may be substituted. Must possess a valid driver's license. Must have safe work and driving habits. Must obtain Plan Reviewer/Preparer EPSC Certification within 6 months.

Engineering Technician III 
Associate degree in engineering technology (civil, mechanical, electrical, construction) or a related field; seven or more years of related experience; an equivalent combination of education and experience may be substituted. Must possess a valid driver’s license. Must have safe work and driving habits. Must obtain Plan Reviewer/Preparer EPSC Certification within 6 months.

Salary: 
$48,006.40 - $83,803.20 Annually
