The hiring range for this position is $30.24 - $37.80 hourly.

This is classified as VHBE (Variable Hour Benefit Eligible), where the selected candidate will work an average of 40 hours per week. The selected candidate will be eligible to elect Medical Benefits as well as accrue paid time off and receive 11 paid holidays.

The Aurora Police Department seeks to hire an ambitious Data Analyst for a position within the Professional Standards Section / Crime Analysis and Investigative Services. The selected candidate will work in an environment of high demand, performing analysis duties and developing analysis products in support of the Crime Analysis and Investigative Services and Police Administration. This position will work closely with the city’s Information Technology department, crime analysts, and consent decree monitors to respond to requests (internal and external), optimize reporting, and implement automation. Priorities and projects will vary widely topically but the function will be data analysis and administrative reports.

PRIMARY DUTIES & RESPONSIBILITES:

Use a variety of computer applications, electronic spreadsheets, mapping software, word processing, and statistical applications to conduct analysis.

Identify and collect data factors using a variety of police reports to track patterns, forecast trends, and report actionable findings that inform resource deployment

Query public safety databases (RMS, NCIC/CCIC, Accurint, Lumen, Linx, etc.) to collect, analyze, interpret, evaluate and disseminate crime, arrest, intelligence, operational, and procedural data using modern data and program analysis techniques.

Conduct analysis relating to modus operandi, spatial, temporal, and statistical factors.

Correlate new information with existing information to identify emerging, evolving or existing patterns, series, and hotspot activity.

Attend team meetings to receive and provide relevant information.

Work to identify new solutions to connect data to strategic decision-making and resource deployment.

Prepare real time analysis, monthly summaries; publish and disseminate said materials as requested.

Clearly present information about analysis and findings to internal and external partners who do not have a background in analysis

Clean and validate data as needed

Compile, create, and present materials used for problem-solving meetings to inform police executives, consent decree monitors, and other entities as needed.

Prepare PowerPoint presentations, maps, graphs, charts, tables and other illustrative devices that organize and simplify information to support investigations, police administration, and quarterly annual reports.

Utilize ArcMAP/ArcPRO to prepare a variety of map products as well as to conduct geospatial analysis on public safety data.

Connect with data analysts and crime analysts internal and external to the city to facilitate a cooperative relationship that enhances support of public safety and facilitates and furthers investigative leads for law enforcement.

Respond to ad hoc requests for information.

Assume additional duties as assigned.


Qualifications:
An equivalent combination of education, training, and experience that demonstrates required knowledge, skills, and abilities may be considered.


Education:

Bachelor's Degree in Computer Science, Data Science, Information Systems, Statistics, Actuarial Science, Business Administration, or other related field

Experience:

Three (3) years of experience as a data analyst.

Technical skills and experience related to the use of data, relational databases, software and technical troubleshooting.

Preferred Experience:

Three (3) years of experience as a crime researcher or crime analyst working with data related to public safety (law enforcement, court or corrections) or comparable.

Experience conducting administrative analysis and compiling statistics.

Experience using ACCESS, SQL or SSRS to design and build relational database queries.

Familiarity with commonly used law enforcement or public safety software, applications and databases.

Aptitude of technical skills and technical analysis to troubleshoot technological equipment.


Licenses and Certifications:

NCIC/CCIC certification preferred

This position may require the incumbent to occasionally use personal equipment (e.g. vehicle, cell phone, tools, etc.) in the course of their employment

Knowledge:

Knowledge of analytical skills and techniques used for data analysis.

Knowledge of Microsoft Office programs and relational databases.

Knowledge of mapping software, intelligence applications and open source sites used to identify pertinent information and conduct analysis.

Abilities:

Able to establish and maintain working relationships with others in law enforcement and intelligence communities, City of Aurora employees and its citizens.

Willing and able to proactively and independently learn new software, databases, and analytical techniques.

Able to maintain confidentiality.

Able to communicate effectively both orally and in writing; accurately analyze data; and make clear, concise and actionable presentations or graphics.

Able to uphold inter and intradepartmental practices, standards and policies.

Ability to pass a thorough background investigation and obtain a Secret security clearance due to handling of sensitive information.

Skills:

Skilled using strategies of organization, multitasking and prioritization to quickly assess, analyze and contend with a variety of situations.

Skilled in conducting analysis, compiling statistics and presenting findings.

Skilled in the use of personal computers, databases, software programs and applications.

Applies critical thinking skills, maintains attention to detail and is adaptive when new information is presented.
