Position Description: 
City of Lebanon is accepting applications for an Engineering Tech within our Utilities Department. Employees in this class are under general supervision from the Utilities Engineer and Utilities Director. Work performed in enforcing the City of Lebanon’s water and sewer codes. 

Duties/Responsibilities: 
ESSENTIAL DUTIES AND RESPONSIBILITIES are as follow but not limited to: 

  • Inspects water and sewer service lines. 
  • Coordinates with GIS, Water, and Sewer team as needed.
  • Reviews plot plan submittals for residential developments to ensure compliance with City of Lebanon Utility Department standards and specifications. 
  • Reviews business license submittals for compliance with City of Lebanon Utility Department standards and calculates any applicable utility fees. 
  • Assists in auditing sewer usage and billing. 
  • Administers City-works for the Water and Sewer Department. 
  • Performs and coordinates Certificate of Occupancy review, inspection, and check off for all project types. 
  • Manages taps. 
  • Creates and updates job tracking database for development projects. 
  • Assists in coordinating activities of consulting engineers, private contractors, and other departments. 
  • Assists in coordinating with Planning and Building Inspection offices pertaining to plan review and building code procedures. 
  • Assists in reviewing submittals for compliance with City of Lebanon Utility Department requirements. 
  • Record data from inspections for ongoing and completed projects. 
  • Performs and/or assists with review of all commercial meter applications and master meters. 
  • Serves as temporary backup for water and sewer inspectors. 
  • Assists GIS as needed. 
  • Provides input for and assists with periodic updates to the City of Lebanon standard specifications and details, developers’ packet, and related documents. 

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES: 
  • Must have initiative and be resourceful in problem solving. 
  • Must be detail oriented, able to focus on task-at-hand. 
  • Self-motivated, organized, able to prioritize, dependable, retentive memory and have ability to command respect. 
  • Ability to work in the field and office. 
  • Ability to read as-built maps and locate existing structures from that map. 
  • Ability to create & maintain strong working relationships within the Utility Department, all other City of Lebanon Departments, contractors, and developers. 
  • Ability to maintain an organized workflow and record keeping. 
  • Mathematical skills 
  • Experience reading and understanding construction plans, specifications and permits. 
  • Knowledge of water and sewer utility and plumbing construction operations 
  • Knowledge of building codes and utility construction standards, terminology, and techniques. 
  • Strong MS Office skills, especially with Word and Excel. 

Education/Experience/Skills Required: 
EDUCATION REQUIREMENTS
  • High School Diploma or equivalent is required. 
  • Associate’s degree or 48 hours college credit required, from an accredited college or university with relevant coursework in Civil or Mechanical Engineering Technology, Construction Management, GIS or closely related field.
            Or
  • Bachelor’s degree is a plus, from an accredited college or university with relevant coursework in Civil or Mechanical Engineering Technology, Construction Management, GIS or closely related field.

EXPERIENCE
Minimum 2 years of experience in water and/or sewer construction, operations, or other relevant experience is required. 
Or
No prior experience is required if candidate possesses above stated bachelor’s degree.

SOFTWARE SKILLS
Strong Microsoft Office skills are required, with expertise in Word, Outlook, Excel. Must be familiar with software systems such as IDT, City Works, or related systems, or demonstrate the ability to learn these systems within 90 days of hire. 

DRIVER'S LICENSE
Valid Tennessee Driver's License with clear driving record is required.

CERTIFICATIONS
Grade II Water Distribution and Grade II Sewer Collection
Certifications are required or must obtain required certifications within 24 months of hire or promotion.

Salary: 
Position is hourly, non-exempt for purposes of wage and hour. Starting range is DOQ from $24.47 to $28.78 or $50,897.60 to $59,862.40 annualized.
