Position Title: 
Engineering Technician I, II, III, (3 positions)

Position Description: 
Supervises construction inspection. Maintains neat and accurate records of all inspections and activities. Interprets plans and specifications. Ensures compliance with the Erosion Prevention & Sediment Control (EPSC) and Floodplain Ordinances. Performs stormwater and flood event response. Responds to customer requests and performs interagency coordination. Supervises and trains staff. Prepares operational and capital budgets associated with inspection.

Duties/Responsibilities: 
Supervises the construction inspection of homebuilding, sewer capping, demolitions, property service connection installations, commercial sites, bonded projects, linear storm/sanitary projects, pump stations, force mains, flood protection, DRI projects, green infrastructure, water line projects, capital projects, I&I projects, emergency infrastructure repairs and other specialized fields. Maintains neat and accurate records of all inspections and activities. Interprets plans and specifications. Performs constructability reviews on capital design plans prior to bidding. Reviews plans and specifications prior to construction for possible omissions and errors. Provides upper level support of the division goals. Ensures compliance with state and federal regulations. Ensures compliance with the Erosion Prevention & Sediment Control (EPSC) and Floodplain Ordinances. Performs upper level enforcement of ordinances and assesses possible penalties and work stoppage. Assists in reviewing enforcement policies and procedures. Inspects and assigns SSO routes and drainage hot spots. Documents inspection results. Supports Consent Decree related procedures and emergency response. Performs flood pumping duties as needed. Meets with customers and external agency officials in the office and in the field to identify and determine solutions and proactive responses for sensitive problems. Assures capital projects are constructed per plans and specifications while evaluating progress in the field. Attends public meetings. Supervises staff. Ensures consistent implementation of standard operating procedures and training for inspection staff. Monitors staff workloads, assigns tasks, and reviews projects. Participates in the hiring process. Establishes goals, addresses disciplinary issues and evaluates employee performance. Prepares operational and capital budgets associated with inspection.

Education/Experience/Skills Required: 
Bachelor Degree in Engineering, Engineering Technology, Construction Management, Construction Technology or a related field; five or more years of related experience; an equivalent combination of education and experience may be substituted. Must possess a NICET Level III certification in Water & Sewer Lines, or Stormwater & Wastewater System Inspection (or MSD approved equivalent). Must obtain EPSC Contractor Certification within 6 months. Must possess valid driver’s license. Must have safe work and driving habits.

Salary: 
HOURLY
$37.69 - $58.92

ANNUALLY
$78,395.20 - $122,553.60
