Collections & Industrial Pretreatment Coordinator

Position Details

Parker Water and Sanitation District is seeking a dedicated and detail-oriented Collections and Industrial Pretreatment Coordinator to help safeguard our Collections systems and ensure environmental compliance. General Statement of Duties This non-exempt position is responsible for managing the collections system and the industrial pretreatment program. Duties include sampling industrial sites, issuing industrial waste discharge permits, Best Management Practices sector control information and inspecting interceptors, liftstation and collection system management, and water reclamation operational support. Schedules maintenance and/or repairs on collection system lines.  Supervision Received Works under general supervision of the Wastewater and Collections Manager and the general direction of the Water Resources Superintendent. Primary Duties and Responsibilities Visits and corresponds with local industries and businesses to inform them of the objectives and regulations regarding industrial and commercial waste.  Issues industrial waste discharge permits for industries and commercial establishments discharging into the sanitary sewer system and do not qualify for administrative management. Performs random sampling and periodic checks of gravity grease and sand/oil interceptors.  Includes informing the industry of sampling results and issuing non-compliance letters.     Develops inspection and sampling procedures, which includes establishing process and pre-treatment improvement compliance schedules. Investigates reports or suspicions of illicit discharges to sewer. Schedules annual maintenance and/or repair of the collection system lines in District.  Contacts outside vendors to perform televising of lines and reviews the associated reports and data.  Liftstation management to include scheduling and oversight of cleaning and inspections. Coordinates the manhole rehabilitation program. Assists with special studies relating to collections, pretreatment, and wastewater treatment. Manages grit testing and associated record keeping. Maintains hard-copy and electronic records. Inputs data and records into a variety of software systems. Tracks permit information, permit amount, sampling results, maintenance records, and dates of inspections. Works independently and with the team to ensure all Federal, State, and Local regulations are met. Assists in the collections systems and maintenance budget development. Generates annual report for Collections and Pretreatment activities. Generates monthly Class A biosolids report. Responds to customer sewer line issues during normal work hours. May respond to sewer backups and sanitary sewer overflows during normal work hours. Attends technical and safety training meetings, courses, and seminars as required. Provides water reclamation operational and administrative support that may include; sample collection, receiving chemical deliveries, special projects, reporting, data collection, data entry, and data review. Performs routine housekeeping of work areas, equipment and buildings using standard cleaning equipment and materials. Performs other duties as assigned, which may be outside the primary area of responsibility. Knowledge, Skills & Abilities Basic knowledge of state and EPA environmental regulations. Basic knowledge of commercial/industrial process discharge requirements. Basic knowledge of grab and composite sampling techniques and procedures for labeling, storing, and tracking of samples. Solid computer knowledge including but not limited to Microsoft Word, Excel, Outlook, LIMS (Laboratory Information Management System), and CMMS (Computerized Maintenance Management System). Basic knowledge of safety procedures and use of personal protective equipment and ability to apply safety principles on all job tasks.  Ability to anticipate unsafe circumstances, acting accordingly to prevent accidents and promptly reporting accidents and hazardous conditions. Ability to effectively and tactfully work with public whether in person or through correspondence. Ability to operate District Supervisory Control and Data Acquisition System (SCADA). Ability to create various types of correspondence using strong writing and proofreading skills for grammar, spelling, and punctuation. Ability to follow verbal directions, and written policies and procedures accurately and completely. Ability to organize activities in order to complete tasks in accordance with priorities, address multiple demands and meet deadlines. Ability to work independently with broad direction and limited supervision.  Ability to work effectively with supervisor and co- workers. Qualifications / Experience Bachelor’s degree in environmental science or related field from an accredited college or university.  Must have one year experience in an IPP or related environmental regulatory field.  An equivalent combination of education, training and relevant job experience may be substituted. Collection system maintenance experience preferred. Wastewater operator experience preferred. Must have a valid driver’s license and a Motor Vehicle Record within the Acceptable or no less than Borderline Rating according to the Vehicle Policy. Working Conditions/Physical Activities 40 hours per work week.  May be subject to mandatory overtime on an as needed basis to work within the department and for other duties as assigned. Works in a wastewater treatment plant where noise, irritants, dust, dirt, bacteria, hazardous chemicals/air/materials and fumes are always present.  May come in contact with raw wastewater.  The Hepatitis B vaccine is strongly recommended and is offered at no cost by the District. Work may take place outside in all weather conditions.  May be exposed to risks typically associated with working around water, chemicals, electricity and other man-made and natural hazards. Lifting and handling objects up to 50 pounds occasionally and up to 20 pounds frequently. Full range body movements including stooping, twisting, kneeling, bending, leaning, reaching, climbing (heights), stretching and working in awkward positions. Vision is needed for reading, recording and interpreting information; speech and hearing are used to communicate with other employees over the telephone and in person.
