Luncheon Description:
Throughout most of 2021, a set of stakeholder workgroups were assembled to consider regulations related to implementing direct potable reuse (DPR) projects and programs here in Colorado, after a number of utilities have been expressing interests and are even conducting DPR demonstration pilots as they consider and plan for their future. The stakeholder groups produced draft language for a DPR general policy, a DPR Enhanced Source Control Policy, and proposed revisions to Regulation 11 - COLORADO PRIMARY DRINKING WATER REGULATIONS, with the goal of providing the framework and requirements to safely and consistently implement DPR here in the State while maintaining flexibility for site-specific considerations. Key things that were wrestled with during this year-long process were treatment technologies, regulatory limits, source water control, technical/managerial/financial (TMF) capacity, contaminants of concern (PFAS and other contaminants not currently regulated), and more. Those proposed draft policies and regulations now are moving through the formal State rule-making process with the goal of them being adopted by the end of 2022. Tyson Ingels/CDPHE will present us with an update on DPR as it currently stands here in this regulatory process as well as talk about key aspects considered
Speakers:
Tyson Ingels is the Lead Drinking Water Engineer for CDPHE. His responsibilities include technical justification for new policy and regulation, acceptance of alternative technologies (e.g. membranes, UV disinfection) within the State, as well as acting as technical expert both on DW design review issues and inspection issues. Tyson is the primary contact responsible for Drinking Water emergencies and acute situations within Colorado. Prior to working for CDPHE, he worked as a member of the process optimization team throughout the United States for a private consulting firm.
