Technical Activities Committee (TAC) Presentation and Tour

PWSD’s North Water Reclamation Facility

Thursday, June 15, 2023

Luncheon Description:

Parker Water and Sanitation District (PWSD) embarked on the planning, design, and construction of a major expansion of their North Water Reclamation Facility (NWRF) in 2015. Design commenced in 2017, and construction was completed in 2022.

Placed into service in 2004, the NWRF had not seen any significant project improvements since its original construction. The project was a major upgrade in both hydraulic and nutrient treatment capacity for the NWRF. Located in the Cherry Creek Basin, effluent discharge requirements are very stringent – 0.05 mg/L for total phosphorus (30-day average) – which needed to be accounted for during design. Liquid process improvements/additions included a new headworks facility in parallel to the existing headworks; a new primary clarifier and sludge pump station (plant did not previously include this process); a new advanced water treatment (AWT) facility in parallel to an existing AWT facility, including flocculation/filtration/sedimentation facilities and an influent flow equalization basin with AWT influent pumps; a new UV disinfection facility, replacing existing chlorine disinfection; and increased effluent pumping capacity.  Solids process improvements/additions included replacement of the existing Dissolved Air Filtration Thickening (DAFT) systems with rotary drum thickeners (RDT), a new autothermal thermophilic aerobic digestion (ATAD) process replacing existing aerobic digesters, and improvements to the existing sludge thickening process. This first phase of an eventual three-phase expansion program increases the facility’s annual average flow capacity to 3.8 mgd, with a peak hour influent flow capacity of 9.5 mgd.

This presentation will provide an overview of the project phasing and plant processes, followed by a discussion on operational challenges during construction and startup.

Presenters:

Ben Emerson (PWSD); Kevin McCarthy (PWSD); Jason Rysavy (Jacobs)
