A compliant purchasing system should be one that addresses key regulatory criteria for contractors but one that they can also live with and operate under. Many contractors focus on designing their system around the 24 criteria in the DFARS 252.244-7001 to "check the box." But the criteria are the "whats" a contractor's system should have and be able to do and not necessarily the "hows".
